Getting an insurance license in Nebraska
Nebraska licenses through the Nebraska Department of Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.
License types
-
Accident and Health or Sickness
Sells cover for sickness, bodily injury or accidental death in Nebraska, and it may carry disability income benefits too. No pre-licensing course is required.
No course
-
Apprentice Insurance Producer
A 120-day temporary producer license for somebody who has not sat the paper yet, obtainable exactly once in a lifetime and only with a sponsor who has been licensed a year. It is the only license on this site created by a guidance document rather than by a statute or a rule.
No course
-
Casualty
Sells cover against legal liability in Nebraska, including liability for death, injury or disability and for damage to real or personal property. No pre-licensing course is required.
No course
-
Crop/Hail
Sells hail and crop cover to Nebraska growers. Its examination is sixty questions, its continuing education is the lowest the state asks of anybody at three hours plus ethics, and two national sellers prepare for it.
No course
-
Discount Medical Plan Organization
Sells a card that gets a discount on medical care rather than an insurance policy that pays for it. Nebraska registers it under the insurance code and holds it to the code's marketing rules, which is what the act exists to do.
No course
-
Independent Review Organization
Decides the appeal when a health carrier says no and the member will not accept it. The director approves it rather than examining it, and what he is approving is an accreditation somebody else gave.
No course
-
Insurance Consultant - Life, Accident and Health or Sickness
Advises the public on life and health cover for a fee rather than selling it, and Nebraska will not license anybody into it cold: three years of producing insurance somewhere comes first. It is one of two consultant licenses the Director may issue and the only one a national seller prepares anybody for.
No course
-
Insurance Consultant - Property and Casualty
The property and casualty half of Nebraska's consultant license. Same two ways in, same contract filed with the Department, a different paper, and nothing sold anywhere that prepares for it.
No course
-
Life
Sells life insurance in Nebraska, which the statute writes as coverage on human lives including endowment and annuity benefits, benefits for death or dismemberment by accident, and disability income. Nebraska asks no pre-licensing course for it.
No course
-
Limited Line Credit Insurance
Credit insurance sold alongside an extension of credit in Nebraska. Nebraska writes the word limited into the line's own name and then asks for the examination anyway, because its only examination exemptions are for people licensed elsewhere, self-service storage operators and travel insurance producers. No pre-licensing course is required.
No course
-
Limited Line Pre-Need Funeral Insurance
Insurance bought in advance to pay for a funeral, and a line of authority Nebraska names in its own statute at 44-4054. Kansas names the same line at K.S.A. 40-4903(c)(3) and Kentucky names it as a limited line. The examination reaches it, because Nebraska's exemptions do not, and no pre-licensing course is required.
No course
-
Managing General Agent
Underwrites or adjusts on an insurer's behalf at a scale that makes it the insurer's own operation in miniature. Nebraska does not give it a license of its own: it sends the applicant back to the producer act, and then adds a bond the producer act never mentions.
No course
-
Motor Club Representative
Sells motor club memberships, the roadside package that is regulated as insurance in Nebraska. It is the only license in this state where a course can take the place of the examination, and at $5 a year it is the cheapest license the Department issues.
No count
-
Navigator Entity
The organization that employs or supervises individual navigators and answers to the Department for them. It registers, it files the list of who works under it, and nobody inside it is examined by Nebraska.
No course
-
Navigator
Helps Nebraskans through the health insurance exchange, and is registered rather than licensed. The examination is not the state's: it belongs to the exchange, which means the qualification is a federal training the Department names and does not give.
No count
-
Personal Lines
Property and casualty insurance sold to individuals and families for primarily noncommercial purposes in Nebraska. It is one line rather than two and no pre-licensing course is required.
No course
-
Pharmacy Benefit Manager
Administers the drug half of a health plan, and Nebraska has licensed it since the Pharmacy Benefit Manager Licensure and Regulation Act. The license does not expire on a date: it lasts as long as the manager keeps doing business here and keeps paying.
No course
-
Portable Electronics Limited Line
The retailer's license for the cover sold with a phone. One license reaches every location the vendor trades from, and the Department never sees the list of those locations unless it asks.
No course
-
Pre-Need Sales Agent
Makes pre-need funeral sales for one named seller and nobody else. The license names the seller on its face, dies with the relationship, and has to be handed back within ten days or it is a misdemeanor.
No course
-
Pre-Need Seller
Sells a funeral in advance and holds the money until it is needed. It is a Director of Insurance license written in chapter 12 rather than chapter 44, so it is nowhere near the producer act and it is not the pre-need funeral insurance line of authority.
No course
-
Prepaid Legal
Sells legal expense insurance, which pays a member's lawyer rather than a claim. Nebraska names it as a producer line and asks no examination for it, which puts it with credit and surplus lines rather than with the papers.
No course
-
Property
Sells cover for direct or consequential loss or damage to property of every kind in Nebraska. No pre-licensing course is required.
No course
-
Public Adjuster
The only adjuster license Nebraska issues, and it is the policyholder's: 44-9202 defines it around first party claims for loss or damage to an insured's own property. Nebraska licenses no company or independent adjuster at all, and the applicant has to keep an office the public can walk into.
No course
-
Reinsurance Intermediary
Places or manages reinsurance between insurers. One Nebraska license covers both halves of the trade, the broker who places it and the manager who runs the book, and at $250 it is the joint most expensive license the Department issues.
No course
-
Rental Car Limited Line
The rental counter's license. Nebraska writes a franchise of a rental car company into the definition rather than out of it, so a franchisee is covered by the franchisor's license, and the training the counter staff get is filed with the application.
No course
-
Self-Service Storage Facility Limited Line
The storage operator's license, written in the same grammar as the rental car one two sections earlier and priced at the same $50. Its licensee is one of only three people in Nebraska the producer examination statute exempts by name.
No course
-
Surplus Lines Licensee
Places Nebraska risks with insurers Nebraska has not admitted. There is no examination and no course, because the qualification is a producer license the applicant already holds, and at $250 it is the most expensive individual license on the Department's schedule.
No course
-
Title
Searches and insures title to real property in Nebraska. It is a producer line of authority with its own paper, its own act and its own bond, and the shortest examination the state gives at fifty questions.
No course
-
Limited Lines Travel Insurance Producer
The entity that sells travel cover and answers for every shop that sells it under its license. Nebraska registers the retailers rather than licensing them, so one license stands behind an unlimited number of counters that the Department never licenses.
No course
-
Utilization Review Agent
Decides whether somebody else's medical care will be paid for. Nebraska certifies it for two years at a time, and the qualification is not an examination or a course but somebody else's accreditation.
No course
-
Variable Life and Variable Annuity Products
Sells cover provided under variable life insurance contracts and variable annuities in Nebraska. The statute lists it among the lines a producer may qualify for and conditions it on nothing else, so the examination is what stands in front of it. No pre-licensing course is required.
No course
-
Viatical Settlements
Negotiates the sale of a life policy on behalf of the person insured by it. Nebraska gives it three ways in and they are not alike: a sixty-question paper, a life producer's one-year standing plus a notice, or being the viator's own lawyer, accountant or financial planner and taking nothing from the buyer.
No course
-
Viatical Settlement Provider
The company that buys the policy from the person insured by it. At $1,500 to apply it is the most expensive license Nebraska's insurance code authorizes, and the Department's own fee schedule does not carry it.
No course
Is a course required?
Nebraska requires no pre-licensing course for Every producer line of authority.
The Department's own checklist for first-time applicants opens by saying it does not require pre-licensing education and does not provide study materials beyond the exam outlines, and that a candidate may register and sit the exam as soon as they feel ready. A sourced zero, and it survived two things that could have taken it away. The Department's rules index lists a Title 210 regulation, Chapter 67, headed Prelicensing Education Requirements and dated 2019, and Chapter 67 is not among the fifty chapters the Secretary of State publishes as Title 210, which is the official text: the index is stale and the requirement is not in force. And 44-4053(4) does put a program of instruction in the producer act, but it belongs to the insurer rather than to the applicant and it reaches one line only, limited line credit insurance.

Nebraska requires pre-licensing education for Motor Club Representative . No hour count is published with it, and the note below says what that means here.
The one course in Nebraska licensing, and it is an alternative to the examination rather than a condition in front of it. PSI's candidate information bulletin carries a footnote under its whole table of papers: "No exam is required if the applicant has completed an authorized Motor Club Training Course."The statute behind it is 44-3716, which makes the paper discretionary in the first place, "The director may require a club representative to take a written examination", and qualifies a representative who has "received training from the club or have otherwise qualified by experience in the business of clubs rendering motor club services". No hours are set anywhere, no list of authorized courses is published, and the training belongs to the motor club rather than to a school, so a figure here would be invented. Nebraska therefore moves from the no-course set to the course set on one license, and no product any national seller offers can satisfy it.

Nebraska requires pre-licensing education for Limited Line Credit Insurance . No hour count is published with it, and the note below says what that means here.
"Each insurer that sells, solicits, or negotiates any form of limited line credit insurance shall provide to each individual whose duties will include selling, soliciting, or negotiating limited line credit insurance a program of instruction that may be approved by the director."The duty is the insurer's and not the applicant's, the approval is permissive rather than required, and no length is set, so nothing can be bought that satisfies it. It sits in the producer act's application section rather than in an education section, which is why a reading of 44-4052 and 44-4054 alone does not find it. 210 NAC 30 governs what a credit agent may be paid.

Fees
| Charge | Paid to | Amount |
|---|---|---|
| Producer license, resident Buys the license and every renewal at the same figure. A nonresident pays a retaliatory fee instead of a fixed one, which Nebraska introduced on 2026-07-17 for individual nonresident producers and nonresident business entities. | Nebraska Department of Insurance | $50.00 |
| Producer reinstatement, resident Charged on an expired resident license and on top of the renewal fee, and it is not paid by a first-time applicant. A nonresident pays the retaliatory fee plus a $125 late fee. | Nebraska Department of Insurance | $90.00 |
| Examination fee, single-line paper Paid to PSI rather than to the Department, nonrefundable and nontransferable, and valid for one year from the date of payment. The 150-item combined papers cost $47; Consultant Property and Casualty is 150 items at $43, which is the one place the schedule does not follow its own rule. | Nebraska Department of Insurance | $43.00 |
| Apprentice insurance producer license Paid once. The license runs 120 days, cannot be renewed and may be obtained only once in a lifetime. | Nebraska Department of Insurance | $50.00 |
| Managing general agent license The same $50 for an individual and for an agency, initial and renewal alike. | Nebraska Department of Insurance | $50.00 |
| Motor club representative registration Renewed annually on a day the director specifies. It is the cheapest instrument the Department issues and it is paid by the club rather than by the representative. | Nebraska Department of Insurance | $5.00 |
| Navigator registration, individual Statutory ceiling and charged figure are the same $25. Reinstatement inside twelve months is $50 plus a fresh application. | Nebraska Department of Insurance | $25.00 |
| Navigator registration, entity Twice the individual figure, and reinstatement inside twelve months is $100 plus a fresh application. | Nebraska Department of Insurance | $50.00 |
| Pre-need sales agent license Set by Neb. Rev. Stat. 12-1115(1) rather than by the director, and it accompanies an application the pre-need seller has to co-sign. | Nebraska Department of Insurance | $20.00 |
| Pre-need seller license Set by Neb. Rev. Stat. 12-1108(1), and paid again on each renewal. | Nebraska Department of Insurance | $100.00 |
| Public adjuster license The same $50 for a resident, a nonresident and a business entity, against statutory ceilings of $100, $100 and $150. Reinstatement inside twelve months is capped at $125 on top of the renewal. | Nebraska Department of Insurance | $50.00 |
| Reinsurance intermediary license The same $250 for an individual and for an agency, initial and renewal alike, and joint highest on the schedule with surplus lines. | Nebraska Department of Insurance | $250.00 |
| Viatical settlement broker license Capped at $40 by Neb. Rev. Stat. 44-1103(2) and charged at the cap. The viatical settlement provider's fee, capped at $1,500 in the same subsection, is not on the Department's schedule at all. | Nebraska Department of Insurance | $40.00 |
| Viatical settlement provider license The ceiling Neb. Rev. Stat. 44-1103(2) sets, and the only figure published anywhere: the Department's licensing fee schedule lists the broker and not the provider. | Nebraska Department of Insurance | $1,500.00 |
| Independent review organization license Initial and renewal alike, on the agency half of the schedule. | Nebraska Department of Insurance | $100.00 |
| Portable electronics license Initial and renewal alike, against a $100 statutory ceiling. One license covers every location the vendor trades from, so a chain pays it once. | Nebraska Department of Insurance | $50.00 |
| Rental car insurance license Initial and renewal alike, against a $100 statutory ceiling. A franchise of a rental car company is inside the definition, so a franchisee is not charged separately. | Nebraska Department of Insurance | $50.00 |
| Self-storage facility license Initial and renewal alike, against a $100 statutory ceiling. | Nebraska Department of Insurance | $50.00 |
| Travel insurance license, resident Initial and renewal alike for a resident; a nonresident pays a retaliatory fee. The travel retailers selling under the license are registered by the licensee rather than by the Department, and pay nothing. | Nebraska Department of Insurance | $50.00 |
| Utilization review agent certificate Set by Neb. Rev. Stat. 44-5420(1) and charged at that figure, with renewal at $100 every two years. It is the largest gap between an initial fee and a renewal on the Nebraska schedule. | Nebraska Department of Insurance | $300.00 |
| Insurance consultant license The same $50 for an individual and for a corporate consultant, initial and renewal alike, against a $100 statutory ceiling for a resident individual. Reinstatement inside twelve months is $90 for an individual and $100 for a corporate license. | Nebraska Department of Insurance | $50.00 |
| Surplus lines license The same $250 for an individual and for an agency, initial and renewal alike. Reinstatement inside twelve months is $350 plus a fresh application. | Nebraska Department of Insurance | $250.00 |
| Agency license, resident Charged to a partnership, unincorporated association or corporation doing business as an insurance producer, which is a separate applicant from the individual and not a second charge on one. A sole proprietorship does not need it unless it holds itself out as an agency. | Nebraska Department of Insurance | $50.00 |
| Producer appointment Billed to the appointing insurance company rather than to the producer, retaliatory on the domicile state with $8 as the minimum, and $3 to terminate an appointment. No applicant pays it. | Nebraska Department of Insurance | $8.00 |
| Pharmacy benefit manager application fee Neb. Rev. Stat. 44-4605(4) sets a ceiling rather than a price: the application carries a nonrefundable fee the director establishes "in an amount not to exceed five hundred dollars", and 44-4605(6)(a) does the same for the annual renewal at not more than $250. The director's actual figure is not published anywhere this site has found, so it is recorded as unread rather than guessed and no cost page totals it. What is certain is the ceiling. The license itself does not expire: under 44-4605(6)(a) it stays valid as long as the manager does business here, remains compliant and renews. | Nebraska Department of Insurance | Not confirmed |
| Discount medical plan organization registration Neb. Rev. Stat. 44-8306 prices the renewal in the statute and caps the application: 44-8306(2)(b) makes the application "accompanied by an application fee not to exceed five hundred dollars", leaving the director the figure inside that ceiling, and 44-8306 then obliges the director to renew the certificate of any holder that meets the Act and "pays the renewal fee of three hundred dollars". So the renewal is fixed at $300 and the initial application is capped at $500 without being set. The $300 here is the only figure Nebraska states outright, and an applicant should expect the uncapped application fee on top of it. | Nebraska Department of Insurance | $300.00 |
Every amount above was read at its own source between 2026-08-20 and 2026-09-05. Exam and fingerprint charges go to a vendor, not to the Department, and say so.
Approved courses
There is no register. The Department states that it does not review, approve or recommend any provider and suggests a web search for "Nebraska Insurance pre-licensing education", which is the plainest statement of a sourced zero this project has read. The one course Nebraska does recognize, the authorized Motor Club Training Course that stands in for the motor club paper, has no list behind it either: 44-3716 leaves the training with the motor club itself.
