    The exchange training

    • A pre-licensing course in the navigator curriculum an exchange established or operating in Nebraska prescribes, ending in an examination that authorizes the individual to act as a navigator

    and the registration

    • Application to the director on the Department's form with the registration fee, which the Department's schedule prices at $25 for an individual and the statute caps at $25, plus identification of the entity navigator the individual is affiliated with and supervised by.

    Neb. Rev. Stat. 44-8804(1)(b) is the requirement and its wording is what makes it unusual: the director must find that the individual "has successfully passed an examination prescribed by an exchange established or operating in this state and has been authorized to act as a navigator". Nebraska has no state-based exchange, so the exchange is the federal one and the examination is the CMS navigator training. The Department sets no hours, publishes no curriculum and approves no provider, and a registered navigator has to notify it within thirty days of any federal action restricting or terminating that authorization. 44-8803(2) fences the role: a navigator may not do anything requiring a producer license, may not recommend or endorse a particular health plan, and may not take compensation from an insurer, broker or consultant that turns on whether somebody enrolls.

No national seller sells a course for this license. Aceable does not sell Nebraska at all. The training this registration rests on is the federal navigator curriculum, given by the exchange under 45 C.F.R. 155.215 and not for sale. No seller offers a Nebraska navigator product.
