The application

Application to the Department in the form and manner it prescribes, for an individual or a business entity. Neb. Rev. Stat. 44-9304(2).
and the register of travel retailers

A register, on a form the Department prescribes, of every travel retailer offering travel insurance on the producer's behalf, with each retailer's name, address, contact information, an officer or person who directs or controls its operation, and its federal tax identification number, submitted to the Department on request. The producer also certifies that each registered retailer complies with 18 U.S.C. 1033.
and the designated responsible producer

One of the producer's employees who is a licensed individual producer, designated as responsible for compliance with travel insurance law for the producer and for its registered retailers. That person, and the president, secretary, treasurer and anybody else who directs the insurance operations, meets the fingerprinting requirements of the state where the producer resides.
and the training the producer gives somebody else

A program of instruction or training for each employee and authorized representative of the travel retailer whose duties include offering and disseminating travel insurance, which the director may review. Its minimum content is set by statute: the types of insurance offered, ethical sales practices, and the required disclosures. It is a course the licensee gives rather than takes.
and the fee

$50 for a resident license and each renewal, and retaliatory for a nonresident.
Neb. Rev. Stat. 44-9304, inside the Travel Insurance Act at 44-9301 to 44-9310. 44-9304(4) exempts the producer and its registered retailers from the producer examination at 44-4052 and from continuing education at 44-3901 to 44-3908 outright, which is one of the three exemptions the examination statute names. The travel retailer is registered by the producer under (8) rather than licensed by the Department, and (9) makes the producer responsible for the retailer's acts. (7) fences what unlicensed counter staff may say: no evaluating or interpreting the technical terms, benefits or conditions, no advice on a customer's existing cover, and no holding themselves out as an insurer, producer or insurance expert. (10) is the one that catches people out: anybody licensed in a major line may sell travel insurance already, and a property and casualty producer needs no appointment to do it.

No national seller sells a course for this license. Aceable does not sell Nebraska at all. 44-9304(4) exempts the licensee and its registered retailers from the producer examination and from continuing education outright, and the training in the section is a program the licensee gives to somebody else's staff. There is nothing an applicant buys.
