More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

Route 1 Pass the examination

PSI's Crop/Hail paper, exam series 13-09, 60 items at $43 with a cut score of 70 percent or 42 correct.
Neb. Rev. Stat. 44-4052(1) asks a resident individual applying for a producer license to pass a written examination, and 44-4053(1) is the closed list of what the director must find before approving the application: eighteen years of age, no act that is a ground for denial under 44-4059, the fees at 44-4064 paid, and the examinations passed for the lines applied for. No course is in it, which is where Nebraska's zero is read. There is no cap on attempts and no waiting period between them; PSI's bulletin prints it as "Nebraska Insurance examinations are open eligibility. You may test unlimited until you pass."

Route 2 Hold the same line in another state

an insurance producer license carrying the Crop/Hail line of authority in another state
Neb. Rev. Stat. 44-4056(1). Somebody previously licensed for the same lines of authority in another state completes no examination. The exemption holds while that other license is current, or if the application arrives within 90 days of its cancellation and either the prior state certifies good standing at that point or the NAIC producer database shows it for the line being asked for.

Route 3 Move to Nebraska and apply within 90 days
Exempt from the state exam

90 days Licensed as an insurance producer in another state carrying the Crop/Hail line of authority there, and applying to become a Nebraska resident licensee within 90 days of establishing legal residence.
Neb. Rev. Stat. 44-4056(2), and PSI's bulletin prints the same thing in a sentence: "You have 90 days to apply for a resident Nebraska license without having to take the exam."The bulletin adds the limb the statute does not, that a license inactive for more than twelve months sends the applicant back to the paper.
