The first figure is the pre-licensing course each state requires, read at its own department. The second is what is on the shelf for it: a price marked "courses" is the cheapest one that will actually get you licensed, and a price marked "exam prep" is preparation for a state that requires no course, which satisfies nothing because there is nothing to satisfy.

All 51 jurisdictions carry a pre-licensing record, and 51 of them carry a fee schedule. Both were read at the department that publishes them rather than taken from a summary of it.
