The license

Neb. Rev. Stat. 44-1103(1)(a): nobody may operate as a viatical settlement provider without first obtaining a license from the director, or from the chief insurance regulatory official of the state where the viator lives. There is no examination and no course anywhere in the Viatical Settlements Act for the provider.
and the fee

A fee the director sets at not more than $1,500 with the application, against not more than $40 for the broker in the same subsection. The Department's licensing fee schedule prices the broker at $40 and does not list the provider at all, so the ceiling in the statute is the only figure published.
Neb. Rev. Stat. 44-1103, inside the Viatical Settlements Act at 44-1101 to 44-1117, and 210 NAC 76 is the Director's rule. The provider is the buy side and the broker the sell side, and the training the broker's license turns on does not reach the provider. 44-1105 puts the contract and the disclosure statement in front of the director for approval before either is used, which is a filing requirement rather than a qualification, and 44-1117 makes a fraudulent viatical settlement act a separate offence.
