PSI's Consultant Property and Casualty paper, exam series 13-08, 150 items at $43 with a cut score of 70 percent or 105 correct. It is the one place on the Nebraska fee table where a 150-item paper costs $43 rather than $47.

A sample consultant contract provided to the Department for review. 44-2632 requires the consultant's agreement with a client to be in writing, signed by both, and to state the service and the fee before any work is done.
Neb. Rev. Stat. 44-2621 sets the qualification and 44-2622 the examination. The three years is the ordinary route and the Department's own page prints only this one. The director may issue the license in two areas, property and casualty, and life, health and annuities, and a person may hold either or both; this file is the property and casualty half. 44-2614 is what makes the license necessary: nobody may use the title insurance consultant, or advertise advice about insurable risks or about the benefits and coverages of a policy, without it. A corporation, partnership or limited liability company doing consulting under its own name holds a separate consultant license under 44-2617.

The second limb of Neb. Rev. Stat. 44-2621, and the Department's producer licensing page does not mention it: an applicant who has "successfully completed a specific program of study which has a broad national or regional recognition as determined by the director" stands in place of the three years of licensure. The statute names no program and no designation, so what qualifies is the director's judgment on the day rather than a list a reader can check. It replaces the experience and not the paper.

No national seller sells a course for this license. Aceable does not sell Nebraska at all. A.D. Banker carries three Nebraska Consultant/Counselor products and every one of them is life or health; it has no property and casualty consultant product for Nebraska, and no other seller carries a consultant product here at all. The paper exists, exam series 13-08 at 150 questions, and nothing is sold against it.
