The Nebraska Viatical Settlements license
Viatical Settlements
Negotiates the sale of a life policy on behalf of the person insured by it. Nebraska gives it three ways in and they are not alike: a sixty-question paper, a life producer's one-year standing plus a notice, or being the viator's own lawyer, accountant or financial planner and taking nothing from the buyer.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license already held.

Route 1 Pass the viatical settlements paper

PSI's Viatical Settlements paper, exam series 13-26, 60 items at $43 with a cut score of 70 percent or 42 correct.
and the bond

The Department publishes a Viatical Settlement Broker bond form for an applicant who is not life licensed, and takes it with the application. The fee is $40 for the license and the same for each renewal.
Neb. Rev. Stat. 44-1103(1)(a) requires the license from the director or from the chief insurance regulatory official of the viator's state of residence, and (2) sets the broker fee at not more than $40, against not more than $1,500 for a viatical settlement provider. The Department keeps two sets of forms for this license and the split between them is the whole shape of it: "Viatical Settlement Broker (Not Life Licensed) Procedures/Bond" for this route, and a declaration form for the route below.

1 year a resident insurance producer license with a life line of authority, held in Nebraska or in the applicant's home state for at least one year, plus a Nebraska nonresident producer license where the resident license is another state's
and the notice to the director

Notice to the director within thirty days of first operating as a viatical settlement broker, on the prescribed form, acknowledging that the producer will operate in accordance with the Viatical Settlements Act, with the fee. The Department publishes it as the Viatical Settlement Broker (Life Licensed) application.
Neb. Rev. Stat. 44-1103(1)(b). The producer is "deemed to meet the licensing requirements of this section", so no paper is sat, and the notice comes after the fact rather than before it: the clock is thirty days from the first day of operating as a broker, not thirty days before. 44-1103(1)(b)(iii) settles who carries the risk, and it is not the insurer that issued the policy unless that insurer was paid for the placement.

Route 3 Be the viator's own attorney, accountant or financial planner

and who is paying

Retained to represent the viator, with compensation not paid directly or indirectly by the viatical settlement provider. The condition is not the qualification but the money: a professional paid by the buyer needs the license.
Neb. Rev. Stat. 44-1103(1)(c) lets these three negotiate viatical settlement contracts on the viator's behalf without a broker license at all. It is the same exemption Illinois writes at 215 ILCS 159/10(f) and it turns on the same fact, who pays.

No national seller sells a course for this license. Aceable does not sell Nebraska at all. The paper is real, exam series 13-26 at sixty questions, and nobody sells preparation for it. The route most brokers actually use makes it moot: a life producer of a year's standing files a declaration and is deemed to meet the licensing requirements, so the qualification is the life license a seller does prepare for.
