Getting an insurance license in Tennessee
Tennessee licenses through the Tennessee Department of Commerce and Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.
License types
-
Accident & Health
Sells accident and health insurance in Tennessee. TDCI writes the line with an ampersand and that is the Department's own spelling.
No course
-
Automobile Club Agent
Sells motor club memberships in Tennessee. The Agent Licensing Section issues it, and the authority it cites is the motor vehicle title of the code rather than the insurance one.
No course
-
Casualty
Sells casualty insurance in Tennessee, with surety folded into the same classification rather than licensed separately.
No course
-
Certified Application Counselor Organization
The organization the exchange has designated to certify its own staff and volunteers as counselors. Tennessee registers it separately from the navigator entity, on the same form and with the same duty to provide its people's continuing education.
No course
-
Certified Application Counselor
Does the same exchange enrollment work as a navigator, as the employee or volunteer of an organization the exchange has designated rather than as a grant awardee. It carries the same federal training requirement and the same twelve hours of continuing education.
No count
-
Crop Insurance Adjuster
Adjusts Tennessee crop losses. Tennessee sets no examination of its own for it and takes a federal proficiency card instead, which seven other states here also do.
No course
-
External Review Organization
Reviews a health carrier's refusal from outside it, at the covered person's request. Tennessee approves it rather than licensing it, for $500, and the conflict of interest rules run to six separate people it may not be connected to.
No course
-
Life
Sells life insurance in Tennessee. One of the seven classifications TDCI issues a producer license for, and one of the six that need no course.
No course
-
Limited Insurance Producer
Sells one named limited line in Tennessee without sitting any examination. The line is specified on the application rather than by holding a different license.
No course
-
Navigator Entity
The organization that receives the exchange funding and supervises the individual navigators. It has its own registration, and one of its duties is to provide the continuing education its registrants need to keep theirs.
No course
-
Navigator
Helps Tennesseans through the health insurance exchange on federal grant money, without selling anything. Tennessee registers rather than licenses the role, and the qualification behind the registration is a federal training program the state neither writes nor approves.
No count
-
Personal Lines
Sells non-commercial property and casualty insurance in Tennessee. TDCI defines the line in the enumeration itself.
No course
-
Pharmacy Benefits Manager
Manages prescription drug benefits for a covered entity in Tennessee. The Insurance Division gives it a section of its own on the Department's website, with a licensing rule, a public register, an annual report and a complaint form behind it.
No course
-
Portable Electronics Vendor
A limited lines license held by the shop rather than by the person behind the counter. One license covers every employee at every Tennessee location the vendor sells from, and the price of it turns on how many of those locations there are.
No course
-
Property
Sells property insurance in Tennessee, and the classification carries two more lines inside it rather than beside it.
No course
-
Public Adjuster
Adjusts a Tennessee loss for the insured. It is the only public adjuster license on this site that asks for errors and omissions cover, at $500,000, and its $50,000 bond is the largest figure recorded here for the role, tied with Illinois, Louisiana and Mississippi.
No course
-
Self-Service Storage Insurance
Lets the owner of a storage facility sell cover on what occupants keep in it. Tennessee issues it as a limited lines business entity producer license, so the applicant is the company, and the counter staff sell under it.
No course
-
Surplus Lines Agent
Places Tennessee risks with insurers that are not licensed here. It sits on top of a Tennessee producer license rather than beside one, and it expires on the day that producer license expires.
No course
-
Temporary Insurance Producer
Keeps a Tennessee producer's book being serviced when the producer dies, is disabled or is called up. Nobody applies for it on their own account: every one of the four grounds is somebody else's misfortune, and the applicant is the person left holding the business.
No course
-
Title Agency
A certificate of authority for the firm that writes title insurance, as opposed to the Title line of authority the individual carries. It costs $110 and the Department's own fee section says in as many words that there is no renewal.
No course
-
Title
Sells title insurance in Tennessee. It is the only Tennessee line with a pre-licensing course, at thirty hours, and nothing in the statute excuses anybody from it.
30 hrs
-
Travel Insurance Supervising Entity
Stands behind the travel agents and booking sites that hand out travel insurance without being licensed themselves. It costs $750 to get and $750 every year to keep, on an annual cycle where most Tennessee licenses run two years.
No course
-
Utilization Review Agent
Decides whether a health care service a Tennessean has been recommended will be paid for. Tennessee certifies rather than licenses it, once a year, and an agent that holds a national accreditation pays nothing while one that does not pays $1,000.
No course
-
Variable Life and Variable Annuity
Sells variable life and variable annuity products in Tennessee. It is a producer classification in its own right rather than an endorsement on the Life line.
No course
-
Vehicle Protection Product Warrantor
Backs the warranty on an anti-theft device or similar product sold with a car. Tennessee registers it rather than licensing it, for $515, and the substance of the registration is that somebody else insures the warranty.
No course
-
Viatical Settlement Broker
Acts for the owner of a life policy in selling it. Tennessee licenses it on the same form and for the same $500 as the provider, and asks the same plan of operation and the same $250,000 of financial responsibility.
No course
-
Viatical Settlement Investment Agent
Sells the investment side of a viatical settlement rather than the policy side. Tennessee's provider and broker application is an entity form signed by a president; this one asks for a Social Security number and a date of birth, and it cannot be exercised without a contract with a licensed provider.
No course
-
Viatical Settlement Provider
Buys life policies from the people who own them. The application is a plan of operation, an anti-fraud plan and $250,000 of financial responsibility, and the contracts have to be filed and approved before any of them is used.

Is a course required?
Tennessee requires pre-licensing education for Title , at 30 hours.
Thirty hours is a minimum rather than a fixed figure, and the provider certifies completion directly. It is the only line in the Department's list of resident producer requirements that carries a course at all: the others are age, Tennessee residency, fingerprints and the examination. The requirement is younger than it looks. Public Chapter 890 added it to the statute as a new subdivision and it took effect on 2024-07-01; before that Tennessee's producer statute asked no pre-licensing course of anyone.
Read at the Department on 2026-08-15 . Tenn. Code Ann. § 56-6-106(a)(3), added by 2024 Public Chapter 890 (House Bill 2281)
Tennessee requires no pre-licensing course for Every line other than Title.
This is a dated repeal rather than an inference. Tennessee's general pre-licensing course requirement was § 56-6-106(a)(3), which asked for a course of study wherever the commissioner required one by rule, and Section 2 of 2023 Public Chapter 57 deleted that subdivision outright. The act took effect on the day it became law, 2023-03-21. The subdivision that carries the number today is a different one: Public Chapter 890 added a new (a)(3) a year later, for title alone. The Department's own list of general requirements matches, at four items: be 18, prove Tennessee residency, complete 30 hours if the line is title, pass the written examination. The Commissioner's rule 0780-01-56-.06 still prints a table asking twenty hours each of Title, Life, Accident and Health, Property, Casualty and Personal Lines. It was last amended with effect from 2011-04-05, and the statute it was made under no longer exists. Tennessee's approved-course register holds one course, for title, which is what a live six-line requirement would not look like.
Read at the Department on 2026-08-16 . 2023 Public Chapter 57, Section 2, deleting Tenn. Code Ann. § 56-6-106(a)(3)
Tennessee requires no pre-licensing course for Public Adjuster, Crop Insurance Adjuster, Limited Insurance Producer, Temporary Insurance Producer, Surplus Lines Agent, Title Agency, Automobile Club Agent, Portable Electronics Vendor, Self-Service Storage Insurance, Travel Insurance Supervising Entity, Viatical Settlement Provider, Viatical Settlement Broker, Viatical Settlement Investment Agent, Pharmacy Benefits Manager, Utilization Review Agent, External Review Organization, Vehicle Protection Product Warrantor.
TDCI's own requirements page or application packet for each of these asks for no course. The public adjuster sits a Pearson VUE examination and posts a $50,000 bond and a $500,000 errors and omissions policy; the crop insurance adjuster sits no Tennessee examination at all and produces a Risk Management Agency proficiency test result instead; and the limited insurance producer is defined by TDCI as somebody who sells the named lines without examination. The fourteen beyond those three are the rest of what the Department issues, and not one of the packets behind them names a course or an examination. Self-service storage is the plainest of them: "An owner who complies with this part shall be entitled to a limited lines license, without examination."

Tennessee requires pre-licensing education for Navigator, Certified Application Counselor . No hour count is published with it, and the note below says what that means here.
Tennessee's second live course requirement, and it belongs to a rule rather than to the statute and to the federal government rather than to the Department. Before approving a registration the commissioner has to find that the individual "has successfully passed the applicable federal training program for navigators or certified application counselors", and the applicant attaches a copy of the federal certification. There is no hour count anywhere in the chapter, no approved provider and no register, because the program is not Tennessee's to approve: the certification comes from the United States Department of Health and Human Services or the exchange, and rule 0780-01-55-.07(1)(l) makes losing it a ground for revoking the registration. The Department's own pre-licensing pages for producers do not mention any of this, which is why it is recorded here separately rather than folded into the producer records above. Renewal asks for twelve hours of continuing education a year, and rule 0780-01-55-.05(4)(b) lets the federal training count for no more than five of them.

| Self-service storage insurance fee, ten or fewer Tennessee locations | Tennessee Department of Commerce and Insurance | $100.00 |
| Self-service storage insurance fee, eleven or more Tennessee locations The alternative to the $100 fee rather than an addition to it, so no cost page may total both. | Tennessee Department of Commerce and Insurance | $1,000.00 |

| Vehicle protection product warrantor registration fee Renewed annually by 1 July. | TN Department of Commerce & Insurance | $515.00 |
| Business entity producer application fee The entity form of the producer license and an alternative to the individual's $50 rather than an addition to it, so no cost page may total it. | Tennessee Department of Commerce and Insurance | $50.00 |
| Insurance producer license renewal Biennial, and not a cost of getting a first license. Scoped to nothing for the reason Connecticut established on 2026-08-20. | Tennessee Department of Commerce and Insurance | $60.00 |
| Limited insurance producer license renewal Biennial, and not a route cost. | Tennessee Department of Commerce and Insurance | $30.00 |
| Business entity license renewal Biennial, and not a route cost. | Tennessee Department of Commerce and Insurance | $60.00 |
| Company appointment or termination filing Filed and paid by the insurer within fifteen days of the agency contract, not by the applicant. | Tennessee Department of Commerce and Insurance | $15.00 |
| Navigator and certified application counselor registration The Department charges nothing. Its Navigator Individual Application Packet runs to fifteen hundred lines and sets out every document, attestation and disclosure an applicant files, and names no fee anywhere in it. None of the twenty-two rows in Tennessee's own fee schedule reaches a navigator or a certified application counselor either. Rule 0780-01-55-.04(1)(d) puts the qualification on the federal training program rather than on anything the state sells or charges for, which is why there is nothing to price. | Tennessee Department of Commerce and Insurance | $0.00 |
| Pharmacy benefits manager license T.C.A. 56-7-3113(e)(1): "Any person or entity seeking licensure as a pharmacy benefits manager shall pay a fee in the amount of one hundred dollars ($100) to the department to obtain the license", renewing biennially at $50 under the same subdivision. It is one of the cheapest pharmacy benefits manager licenses on this site, against Kentucky's $1,000 plus a $10,000 registration and Alaska's $20,000. Acting as one without it is a fine of not less than $100 and not more than $500 under 56-7-3113(f)(1). | Tennessee Department of Commerce and Insurance | $100.00 |
| Pharmacy benefits manager annual report review Rule 0780-01-95-.16(5) prices the Department's review of the annual report a pharmacy benefits manager files under Rule 0780-01-95-.15 at $2,000. It is charged every year and is twenty times the license fee, so the license is not what a Tennessee pharmacy benefits manager actually spends. The same rule prices a delinquent renewal review at $250 and three appeal-process reviews at $1,000 each. | Tennessee Department of Commerce and Insurance | $2,000.00 |
Every amount above was read at its own source between 2026-08-13 and 2026-09-05. Exam and fingerprint charges go to a vendor, not to the Department, and say so.
Approved courses
Tennessee approves education providers and courses through State Based Systems, and the NAIC's external lookup is where the register is public. A Tennessee Course or Provider search with Education Type set to Pre-Licensing, run on 2026-08-20, returns exactly one row: PRE-LICENSING COURSE-2024, course number 6000173619, thirty credits, self-study, in the course group Pre-Licensing Title, from the Tennessee Land Title Association. No national course seller is on it. The register's own course group list is the second piece of evidence and it points the same way: of the nine groups Tennessee uses, Pre-Licensing Title is the only pre-licensing one, and the rest are continuing education subjects. You can search it at external-lookup-web.prod.naic.org .
