Getting an insurance license in Delaware
Delaware licenses through the Delaware Department of Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?
Delaware requires no pre-licensing course for Every license issued under chapter 17: producer lines, adjuster lines, the motor vehicle appraiser and the apprentice.
18 Del. C. 1706(a) is a closed list of what the Commissioner must find before approving a resident application, and no course is in it: 18 years of age, no ground for denial under 1712, the chapter 7 fees paid, the examinations passed unless specifically exempted, and, for a resident producer only, a residency test. The section opens on "a person applying for a resident license" rather than on producers, and 1709(b) names producers, adjusters and appraisers together, which is what settles that the zero reaches the whole chapter. The Department says the same thing by omission: its licensing procedures list what each license type files, and a course appears against none of them.

Delaware requires no pre-licensing course for Bail agent and property bail agent.
Bail is licensed under 18 Del. C. chapter 43 subchapter II rather than chapter 17, and it carries its own closed list at 4333(c): 18 years of age, Delaware residency, no act on a list of fourteen, the chapter 7 fees paid, the examination passed unless exempted by that subchapter, and no suspension or prohibition by a court or another state. No course is in it either, and the exemption clause is written to the subchapter, so chapter 17’s exemptions do not reach it.

Delaware requires no pre-licensing course for Rental car insurance limited producer, portable electronic producer, viatical settlement provider, viatical settlement broker and discount medical plan organization.
Five of the licenses the Department issues sit outside both chapters above, in chapters 20, 20A, 75 and 76, and none of the four asks for a course. Each qualifies the applicant on something other than study: the rental car and portable electronic licenses on being the business the license attaches to, the viatical provider on a plan of operation and $250,000 of financial responsibility, the viatical broker on a life producer license held for a year, and the discount medical plan organization on its own documents and a bond. There is one course in this group and it is not the applicant’s: 18 Del. C. 2003(f) obliges a licensed rental company to train its own staff, which is a duty on the employer.

Approved courses
There is no register and no course to approve, for any of the thirty-four licenses the Department issues. It accepts only electronic applications and points candidates at its exam contractor for everything to do with preparation. Three Delaware insurance regulations, 501 Insurance Solicitor, 502 Insurance Consultants and 503 Limited Representatives for Fixed or Guaranteed Annuities, are still published and name licenses the Department no longer issues; all three cite chapter 17 section numbers that the 2001 rewrite replaced.
