Getting an insurance license in California

California licenses through the California Department of Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

License types

Is a course required?

California requires pre-licensing education for property, casualty, commercial lines, personal lines, limited lines automobile, life, accident and health or sickness , at 12 hours.

STILL IN FORCE. AB 943 repealed the 20-hour requirement and did not touch this one: the Department states the 12-hour ethics and California Insurance Code course must be completed before a license can be issued. Calling California a state with no course requirement is wrong, and it is the sentence the repeal coverage invites. The statute is where the twelve hours live, and it carries two things the Department's FAQ does not put beside them: one of the twelve must be a study of insurance fraud, and an applicant seeking more than one of the property, casualty, life, accident and health or personal lines licenses takes the twelve-hour course once rather than once per license. § 1749(c) also expires the certificate three years from completion whether or not a license issues.

Every amount above was read at its own source on 2026-08-20. Exam and fingerprint charges go to a vendor, not to the Department, and say so.

Approved courses

California approves the course, not the provider, and its Education Provider Course Lookup Service searches courses by category. The category that matters for a producer license is "12 Hour Ethics & Code", which held 47 approved courses on 2026-08-14; bail is its own category and so is the public insurance adjuster course. The page's own blurb still tells applicants to find courses satisfying a 52-hour prerequisite, which AB 943 repealed with effect from 2026-01-01, so read the categories rather than the introduction.
