Getting an insurance license in Massachusetts

Massachusetts licenses through the Massachusetts Division of Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?

Massachusetts requires no pre-licensing course for Life, Accident and Health, Property, Casualty, Personal Lines, Limited Credit.

The Division's route to a license is three steps: pass the examination through its vendor, apply through NIPR, track the application. No course appears in it, and the per-line table beside it gives one requirement per line of authority, which in every case is the exam or nothing. A sourced zero read off a complete list rather than off a sentence saying no. The statute is why the Division's own list is the right place to read it. Massachusetts neither writes a course into the law nor strikes one out of it: 162L(a)(3) asks the Commissioner to find that the applicant "when required by the commissioner, has completed a prelicensing course of study", which makes the requirement the Commissioner's to create. No such requirement has been created, and the per-line table is where the Division says so.

Massachusetts requires no pre-licensing course for Travel.

No course and no examination. Variable Life and Variable Annuity is the other line without an exam, but it is not open on its own: it needs an active Life line and a valid FINRA number.

Massachusetts requires pre-licensing education for Motor Vehicle Damage Appraiser . No hour count is published with it, and the note below says what that means here.

The producer zero of section 162L(a)(3) does not reach this license, which is not a producer license and is not issued by the Division: section 8G puts an Auto Damage Appraiser Licensing Board inside the Division and gives it the authority to license appraisers, on a budget met entirely out of the fees those appraisers pay. The statute asks an applicant for proof of being eighteen or over, of good moral character, and of "the educational qualifications required for graduation from high school or that he possesses relevant work experience deemed satisfactory by the board", which is a school-leaving certificate rather than a course in appraising. The Board then asks for something the statute does not: a certificate from a Board approved damage appraiser course, or documentation showing two years of qualifying Massachusetts appraisal experience. It publishes the list of who gives that course and it publishes no hour count for it anywhere, which is why the figure here is null rather than zero and why no product can be recorded as satisfying it.

Motor vehicle damage appraiser examination fee Paid to be examined, and set in the statute rather than by the Board: M.G.L. c. 26, section 8G has the applicant examined "upon payment of one hundred dollars". Business entity license, per member What a business entity producer license costs for each member named on it, on a one-year term against an individual's three. It is a separate license held by a firm rather than a charge on an individual's route, so no cost page totals it. Approved courses

No Massachusetts producer line requires a course, so there is nothing to approve for any of them and the Division points candidates at Pearson's content outlines instead of recommending study material. The one register Massachusetts does publish belongs to a different board and a different license: the Auto Damage Appraiser Licensing Board lists who gives the approved damage appraiser course its motor vehicle damage appraiser applicants may use in place of two years of experience. It names providers rather than courses, twenty of them, and eight are shut to an ordinary applicant, six insurers teaching their own staff and two regional vocational high schools teaching their own students. The twelve open ones are Massachusetts community colleges, regional vocational schools and adult education programs, one trade association and one private training company.
