Getting an insurance license in Idaho
Idaho licenses through the Idaho Department of Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.
License types
-
Bail Agent
Writes bail bonds, on the surety producer line with a $15,000 bond and an appointment on top. The director holds exclusive authority to license one, and a court keeps its own authority to refuse the bond.
No course
-
Casualty
Sells cover against legal liability in Idaho, including liability for death, injury or disability and for damage to real or personal property. No pre-licensing course is required.
No course
-
Credit
Credit insurance sold alongside a loan, and Idaho draws it wider than most: nine kinds of cover under one limited line, from credit life to guaranteed automobile protection.
No course
-
Disability
Idaho's name for the health line, which Montana and Washington use as well. The Code defines it as disability insurance including accident and health or sickness coverage for sickness, bodily injury or accidental death, with disability income benefits. Anybody searching for an Idaho accident and health license is looking for this one. No pre-licensing course is required.
No course
-
Independent Adjuster
Investigates and settles claims for the insurer rather than the insured. Its qualification offers a way in that is not a paper: experience, special education or training the director judges sufficient.
No course
-
Life Settlement Broker
Acts for the owner selling a life policy. Idaho names it a license and the Act makes it a life producer license plus a notification inside ten days.
No course
-
Life Settlement Provider
Buys the policy from the owner. Same route as the broker, same ten days, and the same Act calls both of them a life insurance producer license.
No course
-
Life
Sells life insurance in Idaho, which the Code writes as coverage on human lives including endowment and annuity benefits, benefits for death or dismemberment by accident, and disability income. Idaho asks no pre-licensing course for it.
No course
-
Managing General Agent
Underwrites and binds for an insurer at scale. Idaho calls it a separate license type, stacks it on a property and casualty producer license, and expires every one of them on 30 June.
No course
-
Personal Lines
Property and casualty insurance sold to individuals and families for primarily noncommercial purposes in Idaho. It is one line rather than two and no pre-licensing course is required.
No course
-
Pet
Cover for veterinary bills, and one of the newest limited lines Idaho names. The manual describes the product and asks for the same attestation as every other limited line.
No course
-
Pharmacy Benefit Manager
Administers prescription drug benefits for an insurer, an administrator or a managed care organization. A registration rather than a license, taken again every year in a three-month window, and no other license excuses it.
No course
-
Portable Electronics
A limited line for the shop that sells the phone, open to business entities only. The fee is $1,000 or $100 depending on how many counters you sell from, and the training syllabus is filed with the application.
No course
-
Property
Sells cover for direct or consequential loss or damage to property of every kind in Idaho. No pre-licensing course is required.
No course
-
Public Adjuster
Acts for the insured rather than the insurer, on its own examination and its own chapter. Twenty thousand dollars of financial responsibility, and an office in the home state that the public can reach by appointment or in regular business hours.
No course
-
Reinsurance Intermediary
Places reinsurance for a ceding insurer, or runs a reinsurer's assumed business. One license in the Code and two application packets at the Department, because the two roles are defined separately and only one of them can be made to post a bond.
No course
-
Surety
Surety in Idaho, and the line a bail agent has to hold. It is not in the Code's own list of six: the list ends with any other line permitted under state laws or rules, and the bail agent sections then name this one. A bail agent holds this producer line and files the bond the Code requires on top of it. No pre-licensing course is required.
No course
-
Surplus Line Broker
Places Idaho risks with insurers the state has not admitted. Two years as a producer in the lines being placed, which is the longest experience bar on any Idaho license.
No course
-
Third Party Administrator
Collects premiums or settles claims on somebody else's life, annuity or health coverage. Three ways in, and which one applies turns on a list of seven states.
No course
-
Title Agent
The only license on this site issued county by county. A separate license and a separate $50 for every county the agent writes in, a complete set of tract indexes and abstract records for each, and a bond that grows with the escrow officers.
No course
-
Travel
Trip cover sold at the counter, and Idaho licenses two layers of the seller and none of the third: the wholesale business entity and a designated producer inside it hold the line, and the retail outlet is registered rather than licensed.
No course
-
Variable Life and Variable Annuity Products
Sells cover provided under variable life insurance contracts and variable annuities in Idaho. The Code lists it among the lines a producer may qualify for and conditions it on nothing else, so the examination is what stands in front of it. No pre-licensing course is required.

Is a course required?
Idaho requires no pre-licensing course for Every producer line of authority.
The Department asks and answers the question in two words. Its own summary of what a resident needs is testing and fingerprinting, and nothing else. A sourced zero.

Idaho requires no pre-licensing course for Independent adjuster, Public adjuster, Title agent, Every limited line of authority.
Four separate zeros and none of them is a repeal. The adjuster's qualification at 41-1104(1) offers experience, special education or training "of sufficient duration and extent reasonably to satisfy the director" as an alternative to employment by a licensed adjuster, and attaches no hours to any of it. The public adjuster's eight findings at 41-5806(1) run from age to an office the public can reach and carry no education at all. The title agent's is a sworn finding of "reasonable experience or instruction" at 41-2710(2), with the records themselves doing the work a course would do elsewhere. And the limited lines have no examination either: the Department's own manual says "There is no testing requirement for a Limited Lines License", and an applicant signs its attestation page in place of a pass slip.
Read at the Department on 2026-08-19 . Idaho Code 41-1104(1) for the adjuster, 41-5806(1) for the public adjuster, 41-2710(2) for the title agent, and the Department's own Limited Lines Producer Pre-Licensing Manual for the limited lines
Fees
| Charge | Paid to | Amount |
|---|---|---|
| Producer license application Rule 18.01.02's schedule prices the producer application at $80 and then prices six more applications at the same $80: the independent adjuster, the public adjuster, the bail agent or agency, the surplus lines broker, the managing general agent and the reinsurance intermediary. Renewal is $80 filed on paper and $60 filed online, biennially. All fees are non-refundable. It is scoped to the life settlement broker and provider as well, because the Department renews both "w/ prod life", so a life producer license sits underneath each of them. | Idaho Department of Insurance | $80.00 |
| Fingerprints Residents only, and prints taken for any other purpose are not accepted. The Department charges it on the application rather than per line, so it reaches every individual license; the portable electronics vendor and the third party administrator are business entities and are left out of it. | Idaho Department of Insurance | $61.25 |
| Service of process designation $30, which the Department bills as the Producer Service of Process fee. It is a designation a non-resident files rather than a charge every applicant meets, so it is scoped to nothing and no cost page totals it. | Idaho Department of Insurance | $30.00 |
| Title insurance agent license, per county Charged for each county the agent writes in, and again every year: 41-2710(2) issues a separate license per county, running to 1 January and renewing automatically on the same $50. Late filing costs $2 a day up to $100. | Idaho Department of Insurance | $50.00 |
| Portable electronics limited lines license, eleven or more Idaho locations Rule 18.01.02 prices a portable electronics vendor at $1,000 where it sells at eleven or more Idaho locations and $100 where it sells at ten or fewer, and 41-1089(6) writes the smaller figure as a cap rather than a discount. The two are alternatives, so the smaller one is the row that carries the license and this one is scoped to nothing, on Tennessee's precedent of 2026-08-20. | Idaho Department of Insurance | $1,000.00 |
| Limited line of authority, application Non-refundable, and the same $80 the Department charges for a producer. No examination fee sits beside it, because limited lines take no examination. | Idaho Department of Insurance | $80.00 |
| Pharmacy benefit manager registration Annual, filed between 1 January and 31 March. The Department states that no other license it issues excuses it. | Idaho Department of Insurance | $300.00 |
| Portable electronics limited lines license, ten or fewer Idaho locations Rule 18.01.02, and $100 again to renew. It is the alternative to the $1,000 row above rather than a charge beside it. Idaho Code 41-1089(6) writes it as a cap on what a small vendor may be charged. | Idaho Department of Insurance | $100.00 |
| Life settlement broker license application Rule 18.01.02. It renews at $80 biennially and the Department writes that renewal "w/ prod life", so the life producer license underneath is renewed with it. | Idaho Department of Insurance | $300.00 |
| Life settlement provider license application Rule 18.01.02, with $300 to renew biennially, again alongside a life producer license. | Idaho Department of Insurance | $500.00 |
| Third party administrator license application Rule 18.01.02, with $80 to renew biennially. A single employer self-funded administrator registers and renews at no charge. | Idaho Department of Insurance | $300.00 |
Every amount above was read at its own source on 2026-08-21. Exam and fingerprint charges go to a vendor, not to the Department, and say so.

There is no register, because there is no requirement. The Department points candidates at the exam content outline and a free candidate handbook instead, and singles out the Idaho module of the outline as the part worth reading.
