Getting an insurance license in Oklahoma

Oklahoma licenses through the Oklahoma Insurance Department, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?

Oklahoma requires no pre-licensing course for Every producer line of authority.

The Department states that it does not require nor regulate pre-licensing education, and that it will not recommend a provider either. Its own first step is "prepare to exam", by any means the candidate finds appropriate. A sourced zero in the Department's own words, and reading the Act behind it on 2026-08-19 confirmed there is nothing to find: 1435.6 asks for the examination, 1435.7 is the closed list of findings the Commissioner must make before approving an application, and no part of either mentions a course. What the zero never covered is the two requirements below, and neither is in the Producer Licensing Act.

Oklahoma requires pre-licensing education for Bail Bondsman , at 16 hours.

Sixteen clock hours before the applicant is eligible to sit the examination, in subjects pertinent to the duties and responsibilities of a bail bondsman including all laws and regulations related to them. It is not in the Insurance Code at all: bail bondsmen are licensed under Title 59, Professions and Occupations, by the same Insurance Commissioner through a different division, which is why the producer zero above never reached it. The Department names the provider on its own page, the Oklahoma Bondsman Association, and the rule that implements the section is headed "Information regarding OBA courses". The Commissioner approves each course and assigns its hours under OAC 365:25-5-4 and 365:25-5-5, approval lasts no more than two years, and a provider pays $200 every two years. The education is valid for one year, and the applicant must pass the paper and apply inside it. Two people are excused: anybody licensed before 1989-11-01, and a licensee of sixty-five or over with fifteen years in the trade, who is excused the continuing education as well.

Oklahoma requires pre-licensing education for Navigator . No hour count is published with it, and the note below says what that means here.

A registration rather than a license, and an education requirement with no hours, no provider and no class. The statute asks the applicant to establish to the Commissioner's satisfaction that they have read and will comply with written materials the Commissioner provides on ethics, consumer privacy and the insurance laws of this state, and to attest to that understanding. The Department publishes the materials itself under the heading "Pre-registration Education Materials for Navigators" and links them from the registration page, so the requirement is real, dated and satisfied by reading a document the regulator wrote. Nothing anybody sells can stand in for it, and no hour count will ever exist for it.

Reinsurance intermediary license, biennial The Department's own License Fee Schedule prices the reinsurance intermediary broker and the reinsurance intermediary manager on one line at $100, resident and nonresident alike, initial and biennial renewal alike. 36 O.S. 321 is the statutory fee section and it prices insurers and filings rather than this, which is why the schedule rather than the statute is the source here. Navigator registration Searched and not published. The Department's navigator registration page carries the process and no figure, and its own License Fee Schedule prices every producer, adjuster, consultant, managing general agent, reinsurance intermediary, viatical broker and motor service club it issues without naming the navigator or the navigator entity. 36 O.S. 1415.3(B) sets the closed list of what the Commissioner may not register anybody without and money is not on it. Every amount above was read at its own source between 2026-08-14 and 2026-09-05. Exam and fingerprint charges go to a vendor, not to the Department, and say so.

Approved courses

Oklahoma approves courses for exactly one license and publishes no list of them. For producers there is nothing to approve: the Department says it neither requires nor regulates pre-licensing education and will not recommend a provider, and it publishes a page of companies that wrote their own exam preparation with that disclaimer attached. For bail bondsmen the position is the opposite. 59 O.S. 1308.1(B) has the Commissioner approve the courses and OAC 365:25-5-4 and 365:25-5-5 set out how: a provider applies at least thirty days ahead, pays $200 every two years, names the instructor and their qualifications, files topic outlines, and the Commissioner assigns the hours and writes the approval, which lasts two years. The Department's own page names the Oklahoma Bondsman Association as the provider of the sixteen hours, and no register of approved bail courses is published anywhere on it.
