Getting an insurance license in Georgia

Georgia licenses through the Georgia Office of the Commissioner of Insurance and Safety Fire, which calls the licensee an agent. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?

Georgia requires pre-licensing education for Property and Casualty , at 16 hours.

Waivers exist for CLU, FLMI and CPCU, and for someone licensed for the same lines in a previous home state who applies within 90 days of moving to Georgia. Sixteen is arithmetic on the rule rather than a figure the rule prints: "All prelicensing courses must contain a minimum of eight (8) hours of instruction per major line of authority", and the rule then names the major lines as Life, Accident and Sickness, Property, Casualty and Personal Lines. Property and Casualty are two of them.

Georgia requires pre-licensing education for Variable Products , at 8 hours.

Variable products is not one of the five major lines rule.07 names, and its eight hours come from a rule of its own: "All resident applicants must complete an approved 8 hour prelicensing course in variable products."The same rule requires a valid Georgia life agent license and an active FINRA registration behind it, so the course is the smallest part of what this line asks.

Georgia requires no pre-licensing course for Credit.

A sourced zero, and it corrects a figure that was published here as a prelicensing requirement. The rule says "No prelicensing education shall be required" and "No examination shall be required for the issuance of such license", and rule.07(5)(d) separately excepts credit insurance agent applicants from the eight-hour course. The five hours are real and they are the renewal requirement: an insurer certifies each year that the agent "has spent a minimum of five (5) hours of self-study during the preceding year in credit insurance subjects". That is continuing education, which is the same trap Pennsylvania's famous twenty-four hours turned out to be.

Georgia requires pre-licensing education for Life, Accident and Sickness , at 8 hours.

Eight hours per major line. The Office's own applicant page states the requirement for these two lines without stating the number, and the Commissioner's regulation states it: the resident agent applicant must complete an approved prelicensing course, and "All prelicensing courses must contain a minimum of eight (8) hours of instruction per major line of authority; the major lines are (a) Life; (b) Accident and Sickness; (c) Property; (d) Casualty; and (e) Personal Lines."The sentence sits inside the rule headed Resident Agent License Requirements and governs what an applicant must complete, and the rule's next subsection is headed "Exceptions to the 8-hour prelicensing course requirements". That is what separates it from a course-approval standard such as Nevada's, which binds providers while the state requires no course of a producer at all. The same rule explains the two figures already recorded here: Property and Casualty is 16 because it is two major lines, and Personal Lines is one at 8. Someone taking Life and Accident and Sickness together sits two major lines.

Georgia requires no pre-licensing course for Travel Accident and Sickness, Travel Ticket, Title.

The Office states plainly that no prelicensing course and no examination are required for these lines. A sourced zero, not an absence. Two rules say it again from their own side: 120-2-3-.32(4) and (5) for the travel license and 120-2-3-.44(2) for the title agent, and 120-2-3-.09(1)(f) names both rules in the list of limited licenses the examination does not reach.

Georgia requires pre-licensing education for Adjuster, Public Adjuster , at 16 hours.

Sixteen hours is eight for each of the two major lines an adjuster license covers, and it is what the Office's applicant page prints, "16 hours Property and Casualty adjuster courses (8.0 hours per major line)", and what its candidate handbook prints beside both the Adjuster and the Public Adjuster rows. Rule 120-2-3-.08(1) is the sentence it comes from and it names adjusters expressly: "All agent and adjuster prelicensing courses must contain a minimum of eight (8) hours of instruction per major line of authority."The Office amended it effective 2025-06-24 and published its own notice of the change, "Reduces the required hours to 8.0 for each of the major lines". Two of the Commissioner's rules now disagree. Rule 120-2-3-.25(1)(d) and (2)(c), the adjuster and public adjuster rules, still read "All prelicensing courses must contain a minimum of twenty (20) hours of instruction per major line of authority", which is forty for the same two lines, and rule.25 was itself amended effective 2025-07-01 without being conformed. The Office's own approved-course register is the third witness and it settles which figure is being applied: every Georgia adjuster course on it approved before the change carries 40 credits and every one approved since 2025-12-03 carries 16.

Georgia requires pre-licensing education for Navigator , at 10 hours.

Ten hours is the part of a navigator's training that can be bought, and the Office asks for exactly that: "Complete 10 hours of prelicensing training course under the category of Navigator for both license types from a state approved course provider."Rule 120-2-3-.08(3) sets its subjects, health benefit insurance, the state based exchange provision, the medical assistance program under Article 7 of Chapter 4 of Title 49, PeachCare for Kids and Georgia licensing law. The rule's own total is larger and the two have to be read together rather than against each other: 120-2-3-.48(2)(c) asks for "not less than 35 hours of instruction" and (4) explains that up to 25 of them may be training an approved provider or the sponsoring grantee gives, with "the remaining 10 hours... satisfied by completing the 10 hour Navigator prelicensing course through an approved provider". The Office's register carries a Navigator PE category holding two approved courses, both at 10 credits.

Georgia requires pre-licensing education for Limited Subagent , at 8 hours.

Rule 120-2-3-.08(2): "Limited subagent courses must contain a minimum of eight (8) hours per combination lines of life, accident and sickness or property and casualty."It was twenty until the same June 2025 amendment cut it, and the Office published the change in its own words: "120-2-3-.08(2) - Reduces the course requirement for Limited Subagents to 8.0 hours for the lines of life, accident and sickness or property and casualty."Rule 120-2-3-.31(2)(d) asks for the completion within twelve months of filing and 120-2-3-.31(3) says no examination is required, so on this license the course is the whole qualification. The Office's candidate handbook still describes it as "8 hours in qualification applying for", which agrees; ExamFX's approved Georgia course for it is still named "20-Hour Prelicensing for LTD Subagent", which is the old figure surviving in a course title.

Limited license fee rules 120-2-3-.39,.40 and.41 each send the applicant to "the fee required by O.C.G.A. 33-8-1" and print no figure. 33-8-1(1)(A) prices a new license for an agent, subagent, counselor, adjuster or principal office of an insurance agency at $100, and (1)(B) renews it biennially at the same $100. Approved courses

Georgia requires a state-approved course and points applicants at Sircon, which runs the Commissioner's producer portal. The Office calls it a list of providers; the tool is Approved Courses Inquiry and returns courses, so it is course scope. Re-enumerated on 2026-08-20 over Pre-Licensing Education, one course category at a time because the results table stops silently at 100 rows: 61 providers holding 230 approved courses across fourteen categories, the largest being Property & Casualty at 79 and the smallest Navigator PE at 2. Read the course name as well as the category, because Georgia files its adjuster courses under Property & Casualty and the category alone would credit a producer license with an adjuster course. The register is also the third witness on the state's live rule conflict about adjuster hours: every adjuster course on it approved before the June 2025 amendment carries 40 credits and every one approved since 2025-12-03 carries 16.
