Getting an insurance license in Hawaii

Hawaii licenses through the Hawaii Insurance Division, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?

Hawaii requires no pre-licensing course for Every producer line of authority.

The Division sets out everything a resident applicant must complete: pass the examination, get fingerprinted, and file the application and fee within 60 days of the fingerprinting. No course appears in it. A sourced zero read off a complete list rather than off a sentence saying no.

Hawaii requires no pre-licensing course for Limited lines.

Limited line applicants are exempt from the examination as well, as is anyone who held a Hawaii insurance license within the last year.

Hawaii requires no pre-licensing course for Independent adjuster, Public adjuster, Workers' compensation adjuster, Crop adjuster, Independent bill reviewer.

No course, and what stands in its place has no number in it. 431:9-222(a)(2) asks an adjuster for "experience, special education, or training with reference to the handling of loss claims under insurance contracts, of sufficient duration and extent reasonably to make the individual competent", 431:9-222.5(a)(2) narrows the same test to workers' compensation or crop claims for the limited licenses, and 431:9-243(2) writes it again for the review or audit of medical billings. Nothing in any of the three is measured in hours, so there is no figure a school could sell against. What Hawaii does insist on is the paper: the Division states that there is no reciprocity for adjusters and that every applicant, resident or nonresident, passes the Hawaii Insurance License Exam, except the crop adjuster, who files a Crop Adjuster Proficiency Program card instead.

Emergency adjuster notice HRS 431:9-201(b) is an exemption from licensing rather than a license, so there is nothing for the Division to charge for and no fee appears anywhere in the subsection. The paperwork is the company's rather than the adjuster's: the company using the adjuster files the notice. Nothing opens at all until the commissioner finds that resident adjusters will be unable to adjust the losses within a reasonable time. Hawaii Insurance Division $0.00

Approved courses

There is no register and no course to approve. The Division's published route to a license runs examination, fingerprints, application, and the only body it names for anything resembling a course is National Crop Insurance Services, whose Crop Adjuster Proficiency Program card the Division accepts in place of the crop adjuster examination. The register the Division does publish, through the NAIC's State Based Systems portal, is of continuing education providers and courses, which nothing on this site is sold against.
