Getting an insurance license in Washington

Washington licenses through the Washington State Office of the Insurance Commissioner, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?

Washington requires no pre-licensing course for Life, Disability (health), Property, Casualty, Personal Lines.

The Office states that from July 23, 2023 Washington no longer requires pre-licensing education to sit the insurance exam. A sourced zero with a date on it, not an absence. The Office still publishes its list of pre-licensing education providers and marks it as no longer required, so a course bought in Washington today is exam preparation and nothing more.

Washington requires no pre-licensing course for Independent adjuster, Public adjuster.

The Office publishes a page headed adjuster pre-licensing experience and the name is exact: what it asks for is experience, not education. RCW 48.17.380(3)(d) asks for "experience or special education or training" of sufficient duration and extent to satisfy the commissioner, with no number on any limb, and WAC 284-17-123 supplies all three: twelve months as a full-time salaried company or managing general agent adjuster, or the CPCU, AIC or PCLS designation, or a supervised trainee program of six to nine months. None of the three is a pre-licensing course, and no school sells any of them.

Washington requires pre-licensing education for Crop adjuster, where the crops are federally insured . No hour count is published with it, and the note below says what that means here.

Washington's only live pre-licensing education requirement, and it belongs to a federal program rather than to the state. The Office writes it in its own words: Crop Adjuster Proficiency Program certification "requires the completion of pre-licensing education courses and the successful completion of a series of exams", it has to be obtained every year, and the courses and examinations "are only offered by National Crop Insurance Services". A Washington resident who holds it does not sit the state crop adjuster paper. RCW 48.17.110(5) lets the commissioner require pre-licensing education of crop adjusters by rule and no such rule has been adopted; RCW 48.17.110(2)(d) nonetheless conditions a nonresident crop adjuster on education substantially similar to a resident's. No hour count is published by anybody, so this record carries none.

Emergency adjuster registration RCW 48.17.420(2) is drafted as an exemption with a condition rather than as a license: no Washington license is required of the nonresident independent adjuster in a catastrophe the governor has proclaimed, provided the registration condition is met. Approved courses

The Office still publishes a table of pre-licensing education providers, with a line above it saying the education is no longer required to take the exam. It is a list of schools rather than an approval register, and nothing on it satisfies a producer requirement, because there is no longer one to satisfy. The state's one live pre-licensing education requirement is not on that table at all: the Crop Adjuster Proficiency Program is run by National Crop Insurance Services, which is the only body that offers its courses and examinations, and the Office publishes no register of anything else that could satisfy it.
