Getting an insurance license in Missouri

Missouri licenses through the Missouri Department of Commerce and Insurance, which calls the licensee a producer. Which license you need depends on what you intend to sell, and the requirements differ sharply between them.

Is a course required?

Missouri requires no pre-licensing course for Every producer line of authority.

Section 375.015.1, RSMo lists what the director must find before approving a resident producer application: at least 18, no disqualifying act, the hundred dollar license fee paid, and the examinations passed for the lines applied for. No course is in it. A sourced zero read off the statute, and Pearson's Missouri candidate handbook confirms it license by license: its table of nine license types has an EDUCATION REQUIRED column and it reads "None" against the producer, the surplus lines producer, the business entity producer, the public adjuster and the public adjuster solicitor. It does not read None against everything, which is the finding recorded beside this one.

Missouri requires pre-licensing education for Bail Bond Agent, General Bail Bond Agent, Surety Recovery Agent , at 24 hours.

Twenty-four hours of approved initial basic training, before the examination, on all three licenses. The Department's Other Licensees page prints it as the fourth of five requirements, "Completed an approved 24 hour initial basic training course", and Pearson's Missouri candidate handbook prints "24 hours initial basic training" in the education column against Bail Bonds Agent, General Bail Bonds Agent and Surety Recovery Agent, against "None" for every producer line. Missouri was on file here as a state that requires no course and it requires one on three licenses. The statutes moved on 2026-08-28: S.B. 1421 of 2026 transferred the act out of chapter 374 into sections 324.2100 to 324.2187, so every citation to 374.695 through 374.789 goes stale. The Department of Commerce and Insurance still issues the licenses and still lists them on its insurance-side Other Licensees page, but 324.2103 defines the director as the director of the division of professional registration and puts them under the board at 324.1102. Nothing publishes a list of approved training courses and no national seller offers one.

Missouri requires pre-licensing education for Navigator . No hour count is published with it, and the note below says what that means here.

The Federal Certified Marketplace Navigator Certificate, or its equivalent as a Certified Application Counselor, In-Person Assister or Health Center Outreach and Enrollment Assistance Worker. Missouri is the only state on this site where the federal navigator training is an alternative to a state examination rather than a requirement beside one: the Department's page prints the two routes with an "OR" between them, and Pearson's handbook prints the education requirement as "Certfication through the Federal Market Place or exam". No hours are set, no provider is approved and the training is the federal marketplace's, so nothing can be bought that satisfies it.

Missouri requires pre-licensing education for Limited Lines Self-Service Storage Insurance Producer . No hour count is published with it, and the note below says what that means here.

"Have completed a qualified training program that has been filed with and approved by the director."It is the fourth of the four requirements the Department prints for this license, and it is not in the statute: section 379.1640 defines the license, fences what unlicensed staff may say, caps the cover at $15,000 per customer per storage unit and requires a register of the individuals selling under it, and sets no training requirement at all. Recorded from the regulator's own statement of the requirement, with the gap noted, because a reader who checks the statute will not find it. No hour count is published, so none is shown.

Vehicle protection product warrantor registration Section 385.409.3 RSMo sets a ceiling rather than a price: the director "may charge each registrant a reasonable fee to offset the cost of processing the registration and maintaining the records in an amount not to exceed five hundred dollars annually or as set by regulation". Two things follow that a reader should know. The fee is discretionary, so there may be none. And it is capped at $500 a year rather than fixed at it. Sections 379.1500 to 379.1550 RSMo require the license and set no figure, and the Department's own other-licensees page says only that the law "now requires a license from the Department of Commerce and Insurance to issue or sell portable electronics insurance coverage" and links the application forms without pricing them. The Department's other-licensees page sets out what an organizational credit entity license authorizes, which is its employees acting as producers for credit life, credit accident and health, credit property, credit mortgage life, credit mortgage disability, credit involuntary unemployment and any other credit-related insurance the director approves, and it prices none of it. Approved courses

There is no register for the producer lines, because Missouri requires no pre-licensing course for them, and Pearson's candidate handbook says in terms that "neither the Department nor Pearson VUE endorses any particular study materials or prelicensing schools". Two things do have to be approved and neither has a list published: the twenty-four hour initial basic training the bail bond family takes, and the qualified training program a limited lines self-service storage producer files with the director.
