More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or moving here already licensed.

Route 1 Pass the examination

36 O.S. 1435.6(A) asks a resident individual applying for a producer license to pass a written examination unless exempt under 1435.10, and 1435.6(D) adds that the Commissioner shall examine each applicant as to competence to act as a licensee and that the applicant must take it personally. 1435.7 is the closed list of what the Commissioner must find before approving the application: at least 18 years old, no act that is a ground for denial under 1435.13, the fees at 1435.23 paid, and the examinations passed for the lines applied for; 1435.7(C) adds that the applicant must demonstrate being competent, trustworthy, financially responsible and of good personal and business reputation. No course is in any of it. Oklahoma has no reciprocity route to a resident license, and that is the section rather than a gap here. 1435.10 has exactly two limbs: a conditional waiver for limited lines producers, and the residency transfer. Simply holding a live license in another state opens nothing. The District of Columbia is the mirror image, with reciprocity and no residency transfer. Georgia and Utah are drafted the way Oklahoma is, with a residency transfer and no reciprocity route to a resident license.

Route 2 Move to Oklahoma and apply within 90 days

90 days Licensed as an insurance producer in another state carrying the Title Insurance line of authority there on the day legal residence in Oklahoma was established, and applying to become a resident licensee within 90 days of that day.
36 O.S. 1435.10(B). Somebody licensed as a producer in another state who moves here shall apply to become a resident licensee within ninety days of establishing legal residence in Oklahoma, and no examination and no continuing education is required for any line of authority held in the prior state on the day residency was established, except where the Commissioner determines otherwise by regulation. Oklahoma is the only state on this site that waives the continuing education in the same breath as the examination.
