Helps Oklahomans prepare applications and enroll in coverage on the federal marketplace. The Department is plain that it is a registration and not a license, and its education requirement is unlike any other on this site: a set of materials the Department itself publishes, which the applicant reads and then attests to having read.

The pre-registration education

At least eighteen years old and of good moral character, an attestation to understanding the disclosure and recordkeeping requirements of the registry, a criminal history and regulatory background investigation in the manner the Commissioner requires, the entity the applicant is affiliated with and supervised by named, and the registration fee.
36 O.S. 1415.3(B) is the closed list of what the Commissioner may not register anybody without, and its first item is the education: the applicant "shall establish to the satisfaction of the Commissioner that he or she has read and will comply with written materials provided by the Commissioner concerning ethics, consumer privacy, the insurance laws of this state, and any other topic or topics the Commissioner deems necessary and attests to such understanding and intent to comply". The Department publishes those materials itself, as a document headed "Pre-registration Education Materials for Navigators" covering HIPAA and consumer privacy, and links it from the registration page. There is no hour count, no approved provider and no class, and nothing anybody sells could stand in for reading the regulator's own handout. There is no examination either. The registration expires one year after issuance and 1415.3(B)(6) caps the fee at $50. 1415.4 is the fence: a navigator may not sell, solicit or negotiate insurance, and the Department publishes a disclaimer the navigator gives the consumer.

A course is required and nobody sells one
No national seller sells a course for this license. The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Nothing could satisfy this one either: the education is a document the Department wrote and publishes itself, which the applicant reads and attests to having read, so there is no course for anybody to sell.
