Advises on insurance for a fee paid by the client rather than a commission paid by a carrier. Like the customer service representative it exists in the Code only inside the definition of an insurance producer, so it is a producer license with a different name, a different fee and the same examination.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or moving here already licensed.

  1. Route 1 Pass the producer examination for the lines advised on

    State exam required

    • At least eighteen years old, no act that is a ground for denial under 36 O.S. 1435.13, the fees at 1435.23 paid, and a showing under 1435.7(C) that the applicant is competent, trustworthy, financially responsible and of good personal and business reputation. The consultant is held out to the public as advising for a fee and, on the Department's own description, is not affiliated with a carrier and is paid by the insured under a client contract.

    36 O.S. 1435.2(6) defines an insurance consultant as "an individual or legal entity who is required to be licensed as an insurance producer under the laws of this state and, for a fee, is held out to the public as engaged in the business of offering any advice, counsel, opinion or service with respect to the benefits, advantages, or disadvantages promised under any policy of insurance that could be issued or delivered in this state", and 1435.2(7) makes an insurance producer include a consultant. Everything else follows the producer's own route: the examination at 1435.6, the findings at 1435.7, and no course anywhere. Nothing in the Act asks a consultant for experience first, which is unusual: every other state here with an advice-for-a-fee license puts an experience limb or a paper of its own on it, except Arkansas, which like Oklahoma asks neither. There is no Consultant paper on the examination vendor's list either, so the paper is the producer paper for the lines advised on.

  2. Route 2 Move to Oklahoma and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as an insurance producer in another state carrying the lines advised on there on the day legal residence in Oklahoma was established, and applying to become a resident licensee within 90 days of that day.

    36 O.S. 1435.10(B). No examination and no continuing education is required for any line of authority held in the prior state on the day residency was established, except where the Commissioner determines otherwise by regulation, and OAC 365:25-3-16(a)(4) repeats the waiver in the rules. Oklahoma is the only state on this site that waives the continuing education in the same breath as the examination, and it has no reciprocity route to a resident license at all: 1435.10 has two limbs and holding a live license elsewhere while staying put opens neither.

The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Oklahoma asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
