Buys the life policy. It is the money side of a viatical settlement rather than the advice side, and Oklahoma asks it for a plan of operation, an antifraud plan and evidence of financial responsibility rather than for anything a person could study.

    The plan of operation

    • A detailed plan of operation, which 36 O.S. 4055.3(F)(1) asks of a provider and of nobody else in the section.

    and financial responsibility

    • Evidence of financial responsibility in the amount of $50,000, by bond, deposit or a combination, and the Commissioner may ask for fresh evidence at any time.

    and the application

    • An application on the Commissioner's form with a $500 fee, an antifraud plan, a certificate of good standing where the applicant is a legal entity, and a written designation of an agent for service of process where the applicant is a nonresident. A license issued to a legal entity authorizes all partners, officers, members and designated employees named in the application to act under it.

    36 O.S. 4055.3(A)(1) is the requirement, that nobody operate as a viatical settlement provider without first obtaining a license from the Insurance Commissioner of the state where the viator lives. No examination, no course and no experience limb anywhere in the section. The Department lists the provider under Regulated Industry Services rather than under producer licensing, which is where its second list of what it licenses lives, and its own page carries the fee and the annual cycle.

The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Oklahoma asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
