Bail Bondsman

and age, schooling, residence and character
-
At least twenty-one years old, a United States citizen, at least one year of Oklahoma residency, a high school diploma or its equivalent, and of good character and reputation and financially responsible. A background check is run by the Department.
59 O.S. 1308.1(A) is the requirement and it is written as an eligibility rather than as a qualification: "In order to be eligible to take the examination required to be licensed as a bail bondsman, each person shall complete not less than sixteen (16) clock hours of education in subjects pertinent to the duties and responsibilities of a bail bondsman, including all laws and regulations related thereto."The Department names the provider on its own page, "Sixteen (16) hours of pre-license education provided by the Oklahoma Bondsman Association", and the rule that implements the section is headed for the same body: OAC 365:25-5-4(b) is titled "Information regarding OBA courses". OAC 365:25-5-3(a) adds the course list life, which is why this route carries a recency: the pre-licensing education is valid one year, and the applicant must pass the examination and apply inside that year. The Commissioner approves the courses and assigns the hours under 365:25-5-4 and 365:25-5-5, approval lasts no more than two years, and a provider pays $200 every two years under 59 O.S. 1308.1(B). The examination vendor prints the same requirement from the other side: "Bail Bondsman are required to complete 16 hours of prelicensing education prior to being eligible to take the examination."The five lines of authority are the five kinds of bondsman 59 O.S. 1301(B)(4) defines: surety, professional, multicounty agent, property and cash. A corporation may not be licensed at all under 1303(B), and licensed attorneys may not sign bonds as surety. Two people are excused the sixteen hours and neither is a way in from outside the trade, which is why neither is a route here: anybody licensed as an Oklahoma bail bondsman before 1989-11-01, who still owes the continuing education, and a licensee of sixty-five or over with fifteen years or more in the trade, who is excused the continuing education as well. Both are exemptions from the education and neither touches the examination.

A course is required and nobody sells one
No national seller sells a course for this license. The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Nothing they sell could satisfy the requirement in any event. The sixteen hours have to be approved by the Insurance Commissioner one course at a time, and the Department names a single provider on its own page, the Oklahoma Bondsman Association, which is a state trade body rather than a national school.
