Places reinsurance cessions for a ceding insurer without the power to bind the reinsurer. Oklahoma stacks it on a producer license, asks for no examination of its own and no course, and reaches brokers working out of other states as well as this one.

an Oklahoma insurance producer license, which 36 O.S. 5103 requires of a reinsurance intermediary maintaining an office in this state, whether directly or as a member, employee, officer or director of a firm or corporation
and the application

An application to the Commissioner under the Reinsurance Intermediary Act. A license issued to a firm or association authorizes all of its members and designated employees to act under it, and every one of them is named in the application.
The Reinsurance Intermediary Act is 36 O.S. 5101 and following. 5102 defines the broker as "any person, other than an officer or employee of the ceding insurer, firm, association or corporation, who solicits, negotiates or places reinsurance cessions or retrocessions on behalf of a ceding insurer without the authority or power to bind reinsurance on behalf of such insurer", which is the Department's own wording on its list of license types. 5103(A) is the two-limbed requirement: nobody may act as a broker with an office in Oklahoma unless licensed as a producer here, and nobody may act with an office in another state unless licensed as a producer here, or in a state with a substantially similar law, or as a nonresident reinsurance intermediary here. There is no examination anywhere in the Act and no course. 5106 puts the duty on the ceding insurer as well: it may not engage a broker unless the broker is licensed.

The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Oklahoma asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
