Third Party Administrator
Collects premiums or settles claims for an insurer or a trust in connection with life or health coverage, annuities or stop loss. Oklahoma licenses the administrator itself, on a bond and a written agreement with the insurer rather than on any qualification of a person.

The written agreement with the insurer

36 O.S. 1443(A) forbids anybody to act as an administrator without a written agreement between that person and an insurer, retained by both for the life of the agreement and five years after it.

A surety bond filed before the license issues and kept in force as long as it lasts, in an amount the Commissioner determines is sufficient to protect those the administrator deals with and never less than $10,000, cancellable only on thirty days' written notice.

An application to the Commissioner under the Third-party Administrator Act. A nonresident applicant is ineligible unless it holds a home state certificate of authority or license in a state that has adopted the Act or applies substantially similar provisions.
The Third-party Administrator Act is 36 O.S. 1441 and following, added by Laws 1983, c. 89. 1450(A) is the license requirement: nobody may act as or present themselves to be an administrator "unless the person holds a valid license as an administrator which is issued by the Insurance Commissioner". 1442 defines the administrator as somebody who collects premiums for an insurer or trust or who adjusts or settles claims for one, in connection with life or health insurance coverage, annuities or employee benefit stop loss. There is no examination and no course. 1445 puts the administrator in a fiduciary capacity over the money it holds, 1447 lets the insurer rather than the administrator choose the licensed agents, and 1452 asks for an annual report with a penalty for filing late. The Department lists it under Regulated Industry Services rather than under producer licensing.

The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Oklahoma asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
