  1. Route 1 Hold the property and casualty lines, then add the broker license

    The examination underneath it

    • an Oklahoma producer license carrying the property and casualty lines to be written, whose examination 36 O.S. 1435.6(K) makes the qualification for this one

    and a bond

    • A surety bond in favor of the Commissioner from an authorized corporate surety, in the penal sum OAC 365:25-3-12 sets, conditioned on the licensee conducting business in accordance with applicable law and terminable only on thirty days' written notice to the licensee and the Commissioner.

    and the application the Commissioner has to approve

    • At least eighteen years old, no act that is a ground for denial under 36 O.S. 1435.13, the fees at 1435.23 paid, and a showing under 1435.7(C) that the applicant is competent, trustworthy, financially responsible and of good personal and business reputation.

    36 O.S. 1435.6(K) is the qualifying sentence and it does not create a paper of its own: "An applicant for a license as a resident surplus lines broker shall have passed the property and casualty insurance examination on the line or lines of insurance to be written to qualify for a surplus lines broker license."OAC 365:25-3-16(a)(2) then lists surplus lines brokers among the applicants who are cognizant and capable "without an examination", meaning without a further one, and the examination vendor's list of ten Oklahoma papers carries no surplus lines paper at all. Three documents, one answer. 36 O.S. 1106 is the market test the license exists to police: business may go to a surplus lines insurer only after inquiry in the admitted market, and only to an insurer with capital and surplus of at least $15,000,000, or less on an affirmative finding by the Commissioner that may never go below $4,500,000.

The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Oklahoma asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
