The Oklahoma Viatical Settlement Broker license
Viatical Settlement Broker
Negotiates the sale of a life policy on behalf of the person who owns it, for a fee, working exclusively for that person. A life producer of a year's standing is deemed to meet the licensing requirements and simply tells the Commissioner within thirty days of starting, which makes this one of the few licenses on this site where the application follows the work.

1 year a resident insurance producer license with a life line of authority in Oklahoma or in the applicant's home state, held for at least one year, plus a nonresident producer license here where the applicant is not a resident

Notice to the Commissioner on the prescribed form no later than thirty days from the first day of operating as a viatical settlement broker, with any applicable fee and an acknowledgement that the producer will operate in accordance with the Viatical Settlements Act of 2008.
36 O.S. 4055.3(A)(2)(a) deems the qualifying life producer to meet the licensing requirements of the section, and (b) is the notice that follows rather than precedes the work. 4055.3(I) then excuses exactly this producer from the training the section puts on everybody else, which is the sharpest thing in the section: a licensed viatical settlement broker must complete eight hours of training related to viatical settlements every two years, "provided, however, that a life insurance producer who is operating as a viatical settlement broker pursuant to paragraph 2 of subsection A of this section shall not be subject to the requirements of this subsection". That training is biennial and ongoing, so it is continuing education rather than a pre-licensing course, and no route here rests on it. 4055.3(A)(3) exempts an attorney, a certified public accountant or a nationally accredited financial planner retained to represent the viator and not paid by the provider.

An application on the Commissioner's form with a $500 fee, full disclosure of stockholders, partners, officers, members and employees where the Commissioner asks for it, a certificate of good standing where the applicant is a legal entity, an antifraud plan, and a written designation of an agent for service of process where the applicant is a nonresident.

The Commissioner investigates each applicant on the application and the fee, and issues the license on finding the applicant competent and trustworthy and intending to act in good faith under the license.
36 O.S. 4055.3(B) and (F). The license runs a year and renews on the anniversary for another $500 under 4055.3(C), and failure to pay by the renewal date expires it outright. A broker who comes in this way rather than as a life producer owes the eight hours of viatical training every two years under 4055.3(I).

The Oklahoma products sellers do carry are all for a producer line or for the adjuster; Aceable sells nothing in Oklahoma at all. Oklahoma asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
