More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

The same examination the Insurance Adjusters Licensing Act asks of any adjuster, approved by the Commissioner, taken personally and passed within two years before the application. Oklahoma gives no separate public adjuster paper: the vendor's five adjuster papers are the whole list.

A $25,000 surety bond in favor of the people of the State of Oklahoma from a surety authorized here, filed before the license issues and before every renewal, conditioned on the adjuster accounting to any insured whose claim is handled for monies or any other settlement received. Total aggregate liability may be limited to $25,000, and the surety may cancel on thirty days' written notice.

Experience or special education or training of sufficient duration and extent with reference to the handling of loss claims under insurance contracts to make the applicant competent to fulfill the responsibilities of an adjuster. 36 O.S. 6206(A)(5) sets no period and names no course, so nothing here can be counted in months or in hours.

At least eighteen years old, a trustworthy person, and either a resident of Oklahoma or a resident of a state or country that lets Oklahoma residents act as adjusters there. A resident licensee must also keep a place of business in Oklahoma accessible to the public under 36 O.S. 6215.
36 O.S. 6202(4) defines the public adjuster and draws the line the license is really about: "Public adjusters may investigate claims and negotiate losses to property only." 6214 is the bond, required of every public adjuster since 1983-12-01. What a public adjuster may charge is capped twice, and the second cap is new: 6218(C) holds the compensation on any claim arising from a catastrophe the Commissioner has declared an emergency to ten percent of the settlement, except where the adjuster acts for a for-profit commercial entity, and 6224, added by Laws 2025, c. 56 and effective 2025-11-01, holds the total commission including expenses and direct costs to ten percent when adjusting for an entity subject to the Governmental Tort Claims Act. 6223 is the conduct code and it is long: a separate written disclosure before the contract explaining the three kinds of adjuster and who pays each, a signed notification letter to the insurer, settlement funds in a non-interest-bearing escrow or trust account, five years of records, no soliciting while the loss is still happening, no interest in the salvage without written permission after settlement, no directing the insured to a repairer the adjuster has an interest in, no power of attorney to choose who does the repairs, no settlement without the insured's knowledge and consent, and on a percentage fee contract nothing whatever may be taken before the claim proceeds are paid.

36 O.S. 6208(B)(2) and 6205(B). The examination waiver is the adjuster's own and it reaches this license because the Act treats both as adjusters; 6207(A) says the Commissioner may issue a license "to an insurance adjuster or a public adjuster" out of the same section, and 6211(2) has the license itself state which of the two it is.
