Counselor - Life, Accident and Sickness

Advises on life and health insurance for a fee rather than selling it for a commission. Georgia asks it for no course at all: five years in the business, a paper and a $5,000 bond. Thirty-nine states here license a public adjuster and Georgia is one of the few that also licenses the advice.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by experience, a designation already held or moving here already licensed.

  1. Route 1 Five years in the business, then the counselor paper

    State exam required

    Experience

    • 5 years Five years as a licensed agent, subagent or adjuster or in some other phase of the insurance business. Rule 120-2-3-.28(3) offers one alternative to it in the same sentence: evidence of sufficient teaching, educational qualifications or experience in the lines applied for.

    and bond

    • A $5,000 bond in favor of the Commissioner on the Office's Insurance Counselor Bond form, uploaded with the application. It runs continuously, it is released only five years after the license ends or on replacement by a bond covering the same period, and failing to maintain it cancels the license.

    The paper is exam code 40, Life, Accident & Sickness Counselor, two hours at $67. Rule 120-2-3-.28(5) gives the applicant twelve months from passing it to apply. There is no prelicensing course anywhere in the rule, and the Office's own FAQ answers the question the same way: "You must have experience in lines requested. You will need to achieve a passing score on counselor life, accident and sickness examination."

  2. Route 2 Hold one of the designations that waives the paper

    • A $5,000 bond in favor of the Commissioner on the Office's Insurance Counselor Bond form, uploaded with the application. It runs continuously, it is released only five years after the license ends or on replacement by a bond covering the same period, and failing to maintain it cancels the license.

    The Office's FAQ names three, "Waiver of examination can be granted if the applicant holds CLU, CIC or FLMI designation", and rule 120-2-3-.09(1)(c) names five, adding the AAI and the REBC and then adding a sixth limb with no designation in it at all: an applicant "deemed by the Commissioner to have sufficient experience and qualifications in the lines of authority for which the applicant seeks licensure". The five years are not waived by any of them.

  3. Route 3 Hold the counselor license in another state

    • 90 days Licensed as a counselor in another state, that license current at the time of the move or the application filed within 90 days of its cancellation, with a certificate of good standing from that state and the license verifiable in the producer database.

    • A $5,000 bond in favor of the Commissioner on the Office's Insurance Counselor Bond form, uploaded with the application. It runs continuously, it is released only five years after the license ends or on replacement by a bond covering the same period, and failing to maintain it cancels the license.

    Rule 120-2-3-.28(5)(a). Georgia also licenses a nonresident counselor whose home state does not license counselors at all, and that applicant takes the Georgia counselor paper for the license they want.
