The unpaid half of Georgia's exchange assistance, employed by or volunteering with a Counselor Designated Organization. Rule 120-2-3-.48(7) says the Commissioner certifies it and the Office's own page says the Georgia Access support team registers it, so this page carries both and claims neither.

    Certification training

    • A pre-licensing course in the Georgia Access Certification Training, whose length the Commissioner's rule does not set, approved by Georgia Access, the state-based exchange

    and the organization behind it

    • A Counselor Designation Organization Affiliation form. A Georgia Access Specialist is an individual employed by or affiliated with a Certified Application Counselor Designated Organization, may not enroll a consumer in a health plan, may not give specific health plan advice, must be unbiased and works for free.

    Rule 120-2-3-.48(8) is the list: the application form with an acknowledgement that the certification alone does not let the holder sell, solicit or negotiate insurance, the Georgia Access Certification Training, an exam the Commissioner requires, which is set inside the Georgia Access certification and is not one of the fifteen papers Pearson VUE gives for the Office at $67 each, the affiliation form, a Citizenship Affidavit and the age of eighteen. There is no fee anywhere in the rule and the Office publishes none. The certification expires every 31 August like the navigator license beside it. The Office's navigator page routes the applicant away from the Commissioner: "The Georgia Access Specialists are registered through a process with the Georgia Access support team", and points at the exchange's own Certified Application Counselors program page. That is Maryland's SHOP Exchange navigator in a second state, except that here the Commissioner's rule still says the Commissioner certifies it.

No national seller sells a course for this certification. Nobody could: the training is Georgia Access's own and the exchange runs it.
