Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by somebody else sponsoring you or sitting the examination.

  1. Route 1 Score 60 percent on the paper with an agent sponsoring you

    State exam required

    • A score of sixty percent on a licensing examination, a currently licensed agent sponsor and a written request from an insurer. The Commissioner may then grant a temporary license; the passing grade for a license itself is seventy percent.

    Rule 120-2-3-.09(2)(a) is two days old on the date this page was written: the version of rule.09 in force until 2026-08-18 set the passing grade at seventy percent and said nothing about a lower one, and the version effective 2026-08-18 adds this subparagraph and nothing else. Nothing else on this site turns a failed examination into a license.

  2. Route 2 Be sponsored by an insurer and supervised by one of its agents

    Exempt from the state exam

    • A Sponsoring Insurer/Agent Certification Form: an insurance company sponsors the individual and a supervising agent licensed and appointed with that company takes them on. The sponsor affirms that an unaffiliated agency has investigated the applicant's general character, including a criminal background check. A temporary agent may hold only the lines the supervising agent holds.

    No prelicensing course and no examination: rule 120-2-3-.07(5)(c) exempts a temporary applicant from the course and rule 120-2-3-.09(1)(i) from the paper. The eligible lines are Life, Accident and Sickness, Property, Casualty and Personal Lines, so the two categories a temporary license may never carry are credit and variable products. The license issues for six months and renews in three-month intervals to a hard ceiling of fifteen months from the original issue date, and the Office is plain that the ceiling is a lifetime one: "A licensee is limited to one temporary license per lifetime."Changing sponsoring insurers restarts the application and not the clock. Rule 120-2-3-.40(6) is the exit: proof of the prelicensing course and a passing paper turns it into an ordinary agent license.

No national seller sells a course for this license. There is nothing to sell: the qualification is an insurer's sponsorship and a supervising agent's name, and the Commissioner exempts the applicant from the course and the paper alike.
