Route 1 Take the 30-hour course

30 hours of pre-licensing education for the Title line, approved by the Department
Tenn. Code Ann. section 56-6-106(a)(3), added by 2024 Public Chapter 890 and effective 2024-07-01. Thirty hours is a minimum rather than a fixed figure, and the provider certifies completion directly to the Department. The written examination comes from section 56-6-105(a), which 2023 Public Chapter 57 rewrote. Rule 0780-01-56-.06(5) lists thirteen designations that excuse a pre-licensing course, in seven subparagraphs, and not one of them is offered for title: the CLU for life, the CPCU for property, personal lines and casualty, the CIC for life, health, property, personal lines and casualty, the CEBS, ChFC, CFP, FLMI and LUTCF for life, the RHU, CEBS, REBC and HIA for health, and the AAI and ARM for property, personal lines and casualty. So the certificates that shorten a producer's path in every neighboring state do nothing here. Its subparagraph (g) is the one to read carefully, because it exempts "persons holding an insurance degree from an accredited college or university for all lines of authority", and all lines of authority includes title. It is not a way in. The rule was made under a subdivision 2023 Public Chapter 57 deleted, and the thirty hours come from a subdivision Public Chapter 890 added a year later, so a 2011 rule cannot excuse a 2024 statute. Recorded here because the sentence is on the Department's own filed rule and a reader who finds it deserves to be told why it does not help.

Tenn. Code Ann. section 56-6-109(a), as rewritten by 2023 Public Chapter 57. It is worth reading against its own history, because the same act cut two words out of it. Until 2023 this exemption read "is not required to complete any prelicensing education or examination", which is how most states still write it. Section 3 of Public Chapter 57 deleted the section and put back a version that excuses the examination and says nothing about education at all, on the same day section 2 of that act deleted Tennessee's general pre-licensing course requirement. When Public Chapter 890 put a course back a year later, for title alone, this exemption no longer reached it. So a title producer licensed in another state owes Tennessee the full course and sits no test for it. The other license has to be current, or the application has to arrive within ninety days of its cancellation with either a certification of good standing from that state or a good standing record for the same line in the NAIC producer database.

90 days Licensed as an insurance producer in another state carrying the title line of authority there, and applying to become a Tennessee resident licensee within ninety days of establishing legal residence in Tennessee.
Tenn. Code Ann. section 56-6-109(b), as rewritten by 2023 Public Chapter 57. The ninety days run from the day legal residence in Tennessee is established rather than from the day the other license ends, the exemption reaches only a line the other state had already granted, and the commissioner may narrow it by rule. Like subsection (a) it now excuses the examination and nothing else, so the course is still owed.

A course is required and nobody sells one
Tennessee's approved pre-licensing register was run again on 2026-08-20 and holds exactly one course in the whole state: PRE-LICENSING COURSE-2024, thirty credits, self-study, from the Tennessee Land Title Association. No national seller is on it.
