    Federal training

    • A pre-licensing course in the federal training program for navigators

    and fingerprints

    • A Tennessee fingerprint-based background check completed before the application, with the fingerprinting policy acknowledgement form attached.

    and entity affiliation

    • The entity with which the individual is affiliated and by which the individual is supervised, identified on the application.

    Rule 0780-01-55-.04(1)(d) is the requirement in the commissioner's own words: the applicant "has successfully passed the applicable federal training program for navigators or certified application counselors". The rule sets no hour count, names no approved provider and keeps no register, because the program is not Tennessee's. This is the second live Tennessee course requirement and the Department's producer pre-licensing pages do not mention it, which is why the state's mandate list carries it separately. The applicant attaches a copy of the federal certification to the application. Registration expires on 30 September every year and renewal asks for twelve hours of continuing education, of which the federal training itself may count no more than five. Tenn. Code Ann. 56-6-1301 through 1305.

A course is required and nobody sells one

The training is a federal program the state does not approve and no school can be approved to give, so there is nothing for a national seller to sell against the registration. No national seller prices a product for it.
