    • CAPP Crop Adjuster Proficiency Program, the approved proficiency test for multi-peril crop adjusters, from United States Department of Agriculture Risk Management Agency

TDCI asks the applicant to pass the Risk Management Agency-approved proficiency test for multi-peril crop adjusters and to send the CAPP card with the application. There is no Tennessee examination and no Tennessee course: the qualification is a federal agency's, and Tennessee's own contribution is the biographical affidavit, the character test and a $100 filing fee. Taking a Crop Adjuster Proficiency Program card in place of a state paper is a pattern rather than a Tennessee oddity, and the site carries seven other states doing it: Delaware, Georgia, Hawaii, Kentucky on three adjuster licenses, Minnesota on two, Washington and Wyoming. Montana is the counterexample and it is worth knowing about, because Pearson gives Montana a crop adjuster paper of its own and Montana makes candidates sit it. What is unusual here is how little is left once the card is produced, because Tennessee sets no crop paper of its own for the card to stand in for. The license itself dates from 2010-01-01, before which nobody had to hold one.

The qualification is the Risk Management Agency's proficiency test, which the Agency administers and no state approves a course for, so there is nothing a national seller can sell against this license. No national seller prices a product for it.
