    Federal training

    • A pre-licensing course in the federal training program for certified application counselors

    and fingerprints

    • A Tennessee fingerprint-based background check completed before the application, with the fingerprinting policy acknowledgement form attached.

    and entity affiliation

    • The entity with which the individual is affiliated and by which the individual is supervised, identified on the application.

    The Department uses one registration form with two boxes, Navigator (Individual) and Certified Application Counselor (Individual), and rule 0780-01-55-.05(1) then names four separate registrations that expire on 30 September, of which this is one. What separates the two individual roles is where the money comes from: rule 0780-01-55-.02(6) defines a navigator by the funding received from an exchange, the state or the federal government, and 0780-01-55-.02(3) defines a certified application counselor as an employee or volunteer of an organization that has an agreement with the exchange. Neither may sell, solicit or negotiate health insurance: rule 0780-01-55-.06(2) reserves that to licensed producers.

A course is required and nobody sells one

The training is a federal program the state does not approve and no school can be approved to give, so there is nothing for a national seller to sell against the registration. No national seller prices a product for it.
