Rule 0780-01-55-.04(3), and rule 0780-01-55-.02(4) is what makes it a different registration from the navigator entity rather than a synonym: a certified application counselor organization is an organization designated by the exchange to certify its own staff or volunteers, including one designated as a Medicaid certified application counselor organization by a state Medicaid or CHIP agency, and including those described at 45 CFR 155.225. The Department publishes one entity form covering both, and rule 0780-01-55-.05(1) names both as registrations of their own that expire on 30 September.
