At $4,540 to file and $4,540 to renew it is the third most expensive license California issues, behind the vehicle service contract provider and the life settlement provider, and the statute puts a floor under how often the retailers must be retrained: at least every three years.

A register naming every travel retailer that transacts travel insurance on the agent's behalf, begun at licensure on form LIC TA 2 and maintained thereafter
and a training program the agent runs

Training for all employees of its travel retailers who will transact travel insurance under the license, containing at a minimum instruction on the types of insurance offered, ethical sales practices and disclosures to prospective customers, with the required elements set out in form LIC TA 3
Cal. Ins. Code section 1754(a)(6) sets the training and, unusually, sets a frequency instead of a length: training "should be provided whenever there is a material change that requires a modification to the training materials, but in no event less frequently than every three years". No state on this site puts an hour count on a travel training program and California is the one that puts a clock on it. The Department also defines what the retailers may do, which is narrower than selling: offering and disseminating information on the agent's behalf, brochures, buyer guides, descriptions of coverage and price. $4,540 to file, $4,540 to renew and $6,810 late.

The training belongs to the licensee to give its own people, with no hours and no syllabus set by the Department beyond an outline of required elements, and California gives no examination for this license. No school can sell it.
