  1. Route 1 Take the 12-hour ethics and Insurance Code course

    State exam required

    • 12 hours of study on ethics and the California Insurance Code, approved by the Department , completed within 3 years

    Assembly Bill 943 removed the 20-hour prelicensing requirement from Insurance Code section 1749 with effect from 2026-01-01, and left this one alone. The twelve hours are not a condition of sitting the examination: the Department says plainly that they are not required to be authorized to schedule and take it, and that the license cannot issue without them. The certificate does not expire for three years.
