Sells cover on portable electronic devices at the counter where they are sold. California puts the training on an individual licensee: the vendor's program has to be developed by a licensed property and casualty broker or agent before any endorsee may sell, where Indiana, Massachusetts, Oregon and South Carolina put the same job on the insurer or on the supervising entity.

A Notice of Appointment on form LIC PE 1, signed by the insurer or its managing agent, stating that the insurer has satisfied itself that the applicant is trustworthy and competent to act as its agent limited to this purpose, under Cal. Ins. Code 1758.62(a)(2)

Cal. Ins. Code 1758.63(c) is the sentence worth reading twice: "Each portable electronics vendor licensed pursuant to this article shall provide for the training of its endorsees under a program developed by a licensed property and casualty broker or agent prior to allowing its endorsees to offer or sell insurance products."Fifteen other jurisdictions on this site put a training duty on a portable electronics vendor and none of them names who must author it. The training must be written by a licensed California property and casualty broker or agent for the particular vendor, which is a job rather than a product, and California gives no portable electronics examination. Nothing a national seller offers can satisfy it.
