California Insurance Code section 1759: "A Certificate of Registration as an administrator is issued to a person who collects any charge or premium from, or who adjusts or settles claims on, residents of this State in connection with life or health insurance coverage or annuities or coverage described in Section 740 of the CIC."The Department records prelicensing experience or education, continuing education and the examination all as Not required, and asks only for eighteen years of age and the application, with the Commissioner free to require any other document that helps decide whether the applicant qualifies. California residency is expressly not required. $188 on a two-year term, and $188 to renew.
