More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by applying for it with no examination anywhere or a license already held.

An Applicant Certification, signed by the applicant or by the person with authority to bind the business entity, certifying that they have reviewed sections 10113.1 through 10113.3 of the California Insurance Code
The Department's rule is a seniority test rather than a qualification: "individuals and business entities that do not hold a life agent license or life agents who have been licensed for less than one year who intend to operate as a life settlement broker must first obtain a Life Settlement Broker license". No course, no examination and no experience bar; what the applicant certifies is having read the statute. $188 to file, and the fee schedule prints N/A under late renewal.

1 year a California life agent license held for at least one year, which replaces this license with a notification
The other half of the same rule: a life agent licensed for at least a year is "required to notify CDI within ten days from the first day of operating as a life settlement broker" and takes no license at all. The Department's fee schedule prices that notification separately, as Brokering Life Settlement (LOLS) at $188, so the two routes cost the same and only one of them is a license. New Jersey replaced a closed license with a registration; California runs both instruments at once and lets the applicant's seniority pick.
