    • Training the employer must provide on ethical sales practices, personal accident insurance, liability insurance and personal effects as they pertain to renters and rental vehicles, optionally extending to roadside assistance and emergency sickness insurance, with the elements set out in form LIC RCA 4

    California Insurance Code section 1758.8 is the authorizing act. What the Department asks of the employer is a list rather than a qualification: an employer certification on form LIC RCA 1, an annual certification on LIC RCA 2, an annually updated list of employees certified to sell kept for three years on LIC RCA 5, modifications to the training materials submitted thirty days in advance, periodic retraining, renewal every two years, and payment of enforcement costs. The employee's own bar is eighteen years of age and a place on the authorized list. The employer pays enforcement costs, which nothing else on this site asks of a licensee. $509 to file and $509 to renew.

The training belongs to the licensee to give its own people, with no hours and no syllabus set by the Department beyond an outline of required elements, and California gives no examination for this license. No school can sell it.
