A rental company renting vehicles in Delaware and offering insurance in connection with and incidental to the rental, applying through an officer of the company
18 Del. C. 2003(a) and (b): the Commissioner may issue a limited license to a rental company that has complied with the chapter, on a written application signed by an officer. That is the whole qualification. 2003(c) draws the boundary in five categories, personal accident, liability, personal effects, roadside assistance and emergency sickness, and any other travel or vehicle related cover offered with and incidental to the rental. 2003(e) extends the license to every employee acting under the licensee's supervision. There is a course in this chapter and it is not the applicant's: 2003(f) obliges the licensed company to run a training program giving its employees basic instruction in the kinds of cover the chapter allows. That is a duty on the employer, so it is not a route into the license and nothing sold to an individual satisfies it. Two limits worth reading: 2003(d)(1) voids the whole authority where the rental agreement runs beyond 90 consecutive days, and 2003(h) forbids the licensee holding itself or its staff out as insurers, agents or brokers. The Department applies for it on paper and prices it per company per year rather than per person.

No national seller sells a course for this license. There is no examination and no course for an applicant. The one training duty in chapter 20 falls on the licensed rental company, which must instruct its own staff under 18 Del. C. 2003(f), so nothing sold to an individual would satisfy it.
