  1. Route 1 Hold a Delaware producer license for the lines sought

    No state exam for this license

    • a resident or nonresident Delaware insurance producer license carrying the lines of authority asked for, which may be Property, Casualty, Surety, Marine and Transportation or Personal Lines

    18 Del. C. 1920(c): any individual, while licensed in this State as a resident or nonresident producer, who is deemed by the Commissioner to be competent and trustworthy with respect to the handling of surplus lines may be licensed as a surplus lines broker. There is no examination in the section and Delaware's examination vendor sets no surplus lines paper, so the qualification is the producer license underneath plus a judgment. The Department states the stacking in its own words and enumerates the five lines a surplus lines broker license may be issued for. 1920(f) then subjects the license and the licensee to chapter 17, which is what carries the fee, the renewal and the grounds for denial across. Two consequences a reader should know: 1921(c) says that suspending or revoking this license suspends or revokes every other license the same individual holds under the title, and 1920(a) says nobody needs this license at all where the insured's home state is somewhere other than Delaware.

No national seller sells a course for this license. There is nothing to prepare for. Delaware sets no surplus lines examination, and 18 Del. C. 1920(c) qualifies the applicant on the producer license already held plus the Commissioner's judgment that they are competent and trustworthy.
