A detailed plan of operation; competence, trustworthiness and good faith; a good business reputation and experience, training or education qualifying the applicant for the business; $250,000 of financial responsibility by surety bond, cash, certificates of deposit or securities; a certificate of good standing where the applicant is a legal entity; and an anti-fraud plan
18 Del. C. 7503(h), which is a list of six findings the Commissioner must make after investigating the applicant. Not one of them is an examination or a course, and the qualification limb, 7503(h)(3), asks for experience, training OR education without setting an hour count against any of the three. The $250,000 at 7503(h)(4) may be met by a bond, cash, certificates of deposit or securities or any combination, and evidence already filed with one state where the applicant is licensed as a provider must be accepted here. A license issued to a legal entity covers all its named partners, officers, members and designated employees, so the individuals under it are not separately licensed.
