Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

Route 1 Pass the examination

18 Del. C. 1751(b) is this license's own closed list and it has three limbs: the fee, which is the same as an adjuster's; a written examination; and sufficient experience, training and instruction in adjusting first party property claims as the Commissioner determines by regulation. The third limb is a delegation rather than a figure, and the Commissioner has not used it to set pre-licensing hours: 1759(a) is the regulation-making power, and the Department's insurance regulations set pre-licensing education for no chapter 17 or 17A license at all. So the third limb is a competence test, not a course. A $20,000 bond runs alongside under 1752, and the license terminates automatically the moment the bond stops being in force. Delaware's examination vendor sets a Public Adjuster paper of its own, InsDE-PubAdj20, one hour fifteen minutes.

a public insurance adjuster license in good standing in another state whose supervising official certifies that the applicant passed a written examination, and which itself licenses Delaware public adjusters without examination
18 Del. C. 1751(c), and it is narrower than chapter 17's ordinary reciprocity in two ways worth reading before relying on it. The Commissioner "may" issue rather than shall, and both limbs have to hold at once: the other state must certify that the applicant passed a written examination, and that same state must recognize Delaware public adjuster licenses for the purpose of licensing without examination. A one-way reciprocity is not enough.

No national seller sells a course for this license. Delaware sets a public adjuster examination of its own and nobody sells preparation for it, which is not what happens everywhere: WebCE and ExamFX both carry public adjuster products in other states.
