Placed between a ceding insurer and a reinsurer, either as the broker arranging the cession or as the manager writing reinsurance on a reinsurer's behalf. Delaware builds it on a producer license rather than on a course: there is no examination and no hour count anywhere in the chapter.

a Delaware producer license, for an intermediary keeping an office in Delaware

a producer license in Delaware or in another state whose law is substantially similar, for an intermediary whose office is elsewhere
18 Del. C. 1603(a) and (b) set the whole qualification and it is somebody else's license: an office in Delaware means a Delaware producer license, an office in another state means a producer license in Delaware or in a state with a substantially similar law, or a Delaware nonresident reinsurance intermediary license. 1603(a) is the reinsurance intermediary-broker and 1603(b) the reinsurance intermediary-manager, and (b)(1) adds that a manager acting for a reinsurer domiciled in Delaware must hold the Delaware producer license whatever else it holds. There is no course in Chapter 16 and no examination. What the chapter has instead of an examination is 1603(e), a trustworthiness test the Commissioner may apply to the applicant, to anybody named on the application, and to any member, principal, officer, director or controlling person of it, and 1603(c), which lets the Commissioner require a manager to file a bond for the reinsurer's protection and carry errors and omissions cover. A nonresident applicant must designate the Commissioner as agent for service of process and name a Delaware resident for notices under 1603(d)(2). Attorneys acting in their professional capacity are outside the section entirely under 1603(f).
