The Delaware Variable Life and Variable Annuity Products license
Variable Life and Variable Annuity Products
Sells cover provided under variable life insurance contracts and variable annuities in Delaware. It cannot be held on its own: the Code conditions the variable annuity line on holding a life agent license and on a securities registration, and the securities body it names has not existed since 2007.

Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by a license already held, a license held in another state or moving here already licensed.

Route 1 Hold the life license and the securities registration

registration with the National Association of Securities Dealers, which merged into the Financial Industry Regulatory Authority in 2007
18 Del. C. 1706(d): "Every applicant for a license as an insurance producer for the line of variable annuity must hold a license as a life insurance agent and must be registered with the National Association of Security Dealers."Both are owed rather than either. The cross-reference is stale rather than wrong: the NASD merged with the New York Stock Exchange's regulation arm in 2007 to become FINRA, so the registration the Code names is the one FINRA now issues. That is worth saying because a reader looking for the body the statute names will not find it, and it is the same class of problem as a department page outliving its statute, running the other way.

Route 2 Hold the same line in another state

-
an insurance producer license carrying the Variable Life and Variable Annuity Products line of authority in another state
18 Del. C. 1709(a). Somebody previously licensed for the same lines of authority in another state completes neither prelicensing education nor an examination. The exemption holds while that other license is current, or if the application arrives within 90 days of its cancellation and the prior state certifies good standing at that point, or the NAIC producer database shows it for the line being asked for.

90 days Licensed as an insurance producer in another state carrying the Variable Life and Variable Annuity Products line of authority there, and applying to become a Delaware resident licensee within 90 days of establishing legal residence.
18 Del. C. 1709(b). Somebody licensed as a producer, adjuster or appraiser in another state who moves here has 90 days from establishing legal residence to apply as a resident licensee under 1706, written as a duty rather than an option. No prelicensing education or examination is required for a line of authority previously held in the prior state except where the Commissioner determines otherwise by regulation.

No national seller sells a course for this license. There is no Delaware paper for this line, because 18 Del. C. 1706(d) qualifies it on a life license plus securities registration rather than on a state examination, and the securities examination is not an insurance product.
