Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by a designation already held, a license held in another state or moving here already licensed.

  1. Route 1 Hold the federal crop adjuster proficiency certification

    No state exam for this license

    • CAPP Crop Adjuster Proficiency Program certification, the Risk Management Agency-approved proficiency test for multi-peril crop insurance adjusters, from United States Department of Agriculture Risk Management Agency

    18 DE Admin. Code 506 section 5.1: everybody applying for a multi-peril crop insurance adjuster license must pass the Risk Management Agency-approved proficiency test for multi-peril crop insurance adjusters. That is the CAPP card the Department's own licensing procedures ask a resident crop adjuster to file "in lieu of an exam", and it is why the crop line is the one of 1707(d)'s seven that Delaware's examination vendor sets no paper for. Section 4.0 sends the application itself back to 18 Del. C. 1706 and 1707(1), and nothing in the regulation asks for a course. The regulation's education is continuing rather than pre-licensing: section 6.1 asks 24 hours a cycle, more than any other Delaware license here.

  2. Route 2 Hold the same line in another state

    • an adjuster license carrying the Crop line of authority in another state

    18 Del. C. 1709(a), which excuses prelicensing education and examination alike for somebody previously licensed for the same lines of authority elsewhere. The Department applies it to crop the same way it applies it to the rest: its licensing procedures accept a non-resident crop adjuster's CAPP card in place of an examination and do not ask for a Delaware sitting at all.

  3. Route 3 Move to Delaware and apply within 90 days

    No state exam for this license

    • 90 days Licensed as an adjuster in another state carrying the Crop line of authority there, and applying to become a Delaware resident licensee within 90 days of establishing legal residence.

    18 Del. C. 1709(b). Somebody licensed as a producer, adjuster or appraiser in another state who moves here has 90 days from establishing legal residence to apply as a resident licensee under 1706, written as a duty rather than an option. No prelicensing education or examination is required for a line of authority previously held in the prior state except where the Commissioner determines otherwise by regulation. The subsection names all three licenses, which is what settles that chapter 17's exemptions are not producer-only.

No national seller sells a course for this license. There is no Delaware examination to prepare for: this is the one of the seven adjuster lines the state does not test itself, because 18 DE Admin. Code 506 sends it to the Risk Management Agency's proficiency test instead, and that is a federal program no insurance seller here runs.
