Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination

    State exam required

    18 Del. C. 1707(c): a property damage appraiser's license conveys authority for the appraisal of damage to motor vehicles as motor vehicle is defined at 21 Del. C. 101, which is the road traffic title rather than the insurance one. 1702(3) defines the appraiser as somebody who assesses property damage to motor vehicles and stops there, so the license is drawn by what is assessed rather than by a line of insurance. 1706(a) is the closed list of what the Commissioner must find before approving the application: at least 18 years old, no act that is a ground for denial under 1712, the fees under chapter 7 paid, and the examinations passed unless specifically exempted. No course is in it. The score keeps for 12 months under 1705(e) and 1705(d) sets no cap on sittings. Delaware's examination vendor sets a paper of its own, InsDE-VehAppr19, forty-five minutes and thirty scored questions, the shortest insurance examination Delaware gives. 18 DE Admin. Code 602 is the appraiser's own regulation and sets conduct standards rather than education: carry the license while appraising, exchange a legible copy with the repair shop and the owner, inspect within six working days of assignment, and never require that repairs be made at a named shop.

  2. Route 2 Hold the same line in another state

    Exempt from the state exam

    18 Del. C. 1709(a). Somebody previously licensed for the same lines of authority in another state completes neither prelicensing education nor an examination. The exemption holds while that other license is current, or if the application arrives within 90 days of its cancellation and the prior state certifies good standing at that point, or the NAIC producer database shows it for the line being asked for.

  3. Route 3 Move to Delaware and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as an appraiser in another state, and applying to become a Delaware resident licensee within 90 days of establishing legal residence.

    18 Del. C. 1709(b). Somebody licensed as a producer, adjuster or appraiser in another state who moves here has 90 days from establishing legal residence to apply as a resident licensee under 1706, written as a duty rather than an option. No prelicensing education or examination is required for a line of authority previously held in the prior state except where the Commissioner determines otherwise by regulation. The subsection names all three licenses, which is what settles that chapter 17's exemptions are not producer-only.
